... <br />~~ Mr. Barclay, 662 Echo Drive, said just for his own information, he <br />decided to give the high bidder a call to get his reasons for bidding <br />the job so high. The contractor advised him it was due .to the ditching <br />that would have to be done now and again in the spring and the high <br />costs of asphalt. He stated that the bids were low and it would be <br />advisalbe to award the contract now. Asphalt was $85.00 a ton in the <br />spring and the projected figure for next spring is around $140.00 per <br />ton. Mr. Barclay said he didn't want to spend any more money than <br />necessary and asked that the job be done now. ~~ <br />Mr. Busa said it was at the residents request that Council started <br />action on this project and it would have to be at the request of the <br />majority of the residents to proceed. He did respect the right of <br />those few who objected but the majority rules. <br />Several residents expressed a desire to proceed immediately. <br />Mr. Lou Hovancsek stated that the project could be finished in 45 days <br />if ~~here were no more delays and the weather is normal. <br />Mr. Powers expressed his objection to the assessment and said he was <br />not going to be controlled by the Echo Drive organization. <br />Mrs. Barclay commented that Mr. Powers has been given every opportunity <br />to come to the residents meetings and to claim ignorance is no excuse. <br />She has personally delivered notice of such meetings to his house. <br />Mr. Powers clarified that he wasn't claiming ignorance, he just didn't <br />want to be apart of this organization. <br />Mr. Busa stated that no recognition was being given to any organizatic <br />but merely to some concerned residents. <br />Mr. Peneli stated that the Engineer and the Equalization Board has de- <br />termined that the two corner lots will benefit from the improvement and <br />therefore would have to be assessed. <br />Mr. Busa asked for no more delays and requested a show of hands to <br />going ahead with the project. <br />A resident requested a recording of addresses be part of the records. <br />AYES: 674 Echo Drive - Brentnar <br />705 Draisen <br />668 Winn <br />663 " Bowers <br />687 Acker <br />675 Puette <br />696 Wood <br />669 Peterson <br />662 Barclay <br />704 Hubble Wrote letter <br />660 °° Burkes Wrote Letter <br />NAYS: '7105 Wilson Mills Road - Powers <br />Mr. Busa stated that legislation for the project would be processed <br />at the Regular Meeting of Council following the adjournment of this <br />Hearing. <br />The Public Hearing closed at 7:55 P.M. <br />
