<br />-:------ Roll Call: AYES: Messrs., Barclay, Bennett, Ficken, Mrs. Negrelli <br />and Mr. Schulte <br />- ;i NAYS: None <br />.__ __ ABSTAIN : Mr. Prager <br />~ Motion Carried <br />Nominations Closed <br />Mr. Schulte, seconded by Mrs. Negrelli, made a motion to-pass <br />the nomination. <br />Roll Call: AYES: Messrs., Barclay, Bennett, Ficken, Mrs. Negrelli <br />and Mr. Schulte <br />NAYS: None <br />ABSTAIN: Mr. Prager <br />Motion Carried <br />Nomination Passed <br />Solicitor Byrnes Administered the oath of office of Council <br />President to Frank Prager, Jr. <br />Mayor Leech commented before turning the gavel over to Mr. Prager <br />that this was a meeting of historical significance as the Village <br />was founded in 1819 and now 155 years later the Village is deter- <br />mining its own destiny with the adoption of its Charter. He noted <br />that the Village took 102 years after its formation to become <br />incorporated and 54 more years before it adopted a Charter. It is <br />important to note that the structure chosen by the people is the <br />one chosen by the Constitutional Congress in 1787, i.e., a <br />legislative, judicial, and executive branch each independent of <br />the other. It is a tribute to those who governed before, that <br />changes are made slowly but wisely; it is also a challenge for <br />those in the future to govern as well as have their predecessors <br />these 155 years. He was pleased to have been a part of the old <br />and of the new and could turn over the gavel with confidence to <br />no better group than Mr. Prager and this Council. <br />Mr. Prager remarked he couldn't say much to add to the moment but <br />it would be more difficult to occupy the dais from his new position <br />than on the other end and appreciated the confidence placed in him <br />by Council. He added he was looking forward to a continued rela- <br />tionship as had in the past. Council has read the Charter many times <br />and only when the parts are before them do we understand what it <br />means. He concluded by saying he hoped to carry on the faith and <br />trust that the people who made it and voted for it wanted. <br />The next order of business was a nomination by Mrs. Negrelli and <br />seconded by Mr. Schulte, to appoint Mr. Barclay as President Pro- <br />Tem. <br />Mr. Bennett, seconded by Mrs. Negrelli, made a motion the - <br />nominations be closed. <br />
