6b~ <br />MINUTES OF SPECIAL MEETING , <br />Village of Mayfield Village <br />December 23, 1975 <br />The Council of the Village of Mayfield Village met in special <br />session on Tuesday, December 23, 1975 at 8:25 P.M., pursuant to <br />written notice delivered to all Councilmen on December 22, 1975. <br />Council President, Frank Prager presided. <br />The Pledge of Allegiance to the Flag was given. <br />Roll Call: Present: Messrs., Bennett, Ficken, Mrs. Negrelli and <br />Messrs., Prager and Schulte <br />Absent Messrs., Barclay and Bluhm <br />Also present was Mayor Leech <br />Mr. Prager advised that the purpose of this meeting was to consider <br />the following ordinances for passage: <br />Ordinance 75-32, entitled; "AN ORDII~IANGE._:.PROSJI'DING FOR THE ORGANIZATION <br />AND PROCEDURE OF COUNCIL, RND REPEALING ORDINANCE NO. 1", given <br />third reading and moved to pass. <br />Mr. Bennett stated that his great-grandfather introduced the original <br />Ordinance No. 1 in 1921 and that the up-dated ordinance was not much <br />different excepting Section 5 "B", allowing absent members of council <br />to vote. <br />Mr. Prager stated that, for the record, the Councilmen should be <br />allowed to vote but that the official vote was at the time legisla- <br />tion was presented in an official council meeting. The official <br />vote will be as recorded in the minutes of that meeting® <br />Mr. Bennett asked, "should we have an addition to Section "B", as <br />to how a voice vote will be recorded in the council minutes?" <br />Mr. Prager stated the minutes of such meeting would reflect the <br />vote of the councilmen. <br />Mr. Bennett asked about the written reports of all committees. Are <br />they required and would Council have to repeal all outdated ordinances? <br />Mr. Prager stated that the reports are usually constituted by <br />minutes of the various committees. <br />Mr. Busa stated that in 1971 Council repealed 41 ordinances for <br />codification. He also mentioned that perhaps we should have a <br />definite ruling regarding the new Sunshine Law. <br />Mr. Busa also commented on notices of special meetings. Perhaps <br />allowing more than the 12 hours required for special meeting notices. <br />Reference was made that the 12 hour time was stipulated in the <br />Charter. <br />
