6b~ MINUTES OF SPECIAL MEETING , Village of Mayfield Village December 23, 1975 The Council of the Village of Mayfield Village met in special session on Tuesday, December 23, 1975 at 8:25 P.M., pursuant to written notice delivered to all Councilmen on December 22, 1975. Council President, Frank Prager presided. The Pledge of Allegiance to the Flag was given. Roll Call: Present: Messrs., Bennett, Ficken, Mrs. Negrelli and Messrs., Prager and Schulte Absent Messrs., Barclay and Bluhm Also present was Mayor Leech Mr. Prager advised that the purpose of this meeting was to consider the following ordinances for passage: Ordinance 75-32, entitled; "AN ORDII~IANGE._:.PROSJI'DING FOR THE ORGANIZATION AND PROCEDURE OF COUNCIL, RND REPEALING ORDINANCE NO. 1", given third reading and moved to pass. Mr. Bennett stated that his great-grandfather introduced the original Ordinance No. 1 in 1921 and that the up-dated ordinance was not much different excepting Section 5 "B", allowing absent members of council to vote. Mr. Prager stated that, for the record, the Councilmen should be allowed to vote but that the official vote was at the time legisla- tion was presented in an official council meeting. The official vote will be as recorded in the minutes of that meeting® Mr. Bennett asked, "should we have an addition to Section "B", as to how a voice vote will be recorded in the council minutes?" Mr. Prager stated the minutes of such meeting would reflect the vote of the councilmen. Mr. Bennett asked about the written reports of all committees. Are they required and would Council have to repeal all outdated ordinances? Mr. Prager stated that the reports are usually constituted by minutes of the various committees. Mr. Busa stated that in 1971 Council repealed 41 ordinances for codification. He also mentioned that perhaps we should have a definite ruling regarding the new Sunshine Law. Mr. Busa also commented on notices of special meetings. Perhaps allowing more than the 12 hours required for special meeting notices. Reference was made that the 12 hour time was stipulated in the Charter.
