~ ~x ~~ <br />-4- <br />Ordinance 76-6, entitled; "AN ORDINANCE ESTABLISHING THE METHOD <br />BY WHICH PUBLIC BODIES OF THIS MUNICIPALITY SHALL INSURE OPEN <br />PUBLIC MEETINGS RND DECLARING AN EMERGENCY", was introduced by , <br />Mr. Barclay. <br />Mr. Barclay asked Mr. Byrnes to interpret. <br />Mr. Byrnes replied that all meetings be open to the public. Any- <br />one wanting information of public meetings should provide self- <br />addressed stamped envelopes. Other communities post notices at <br />various locations. <br />Mr. Grogan suggested we have more specific requirements before <br />passage. <br />Mr. Busa stated the following.: <br />He resisted the proposed Ordinance for several reasons: <br />1. We may be somewhat premature in drafting a local law <br />when the state law seems to cause so much confusion, here <br />and in other communities as to uniform interpretation. <br />2. Perhaps we should take the position of "wait and see" for <br />a little while longer and just simply try to follow the <br />state law as best we can and with the hlep of our Law <br />Director. <br />3. The proposed Ordinance conflicts with Ordinance 75-32 in <br />that one ordinance requires 12 hours notice for special <br />meetings and the other 24 hours notice. <br />Ordinance 76-6 was given first reading. <br />Mayor Beebe wished to reiterate: <br />The monthly calendar is sent certified mail to all news media. <br />A notice of special meetings is placed on the Village Hall door. <br />All meetings are listed on the bulletin board in Village Hall. <br />Also, there is a sign announcing the meeting outside the <br />Village Hall on the lawn area. <br />Resolution 915, entitled; "A RESOLUTION OBJECTING TO WATER RATES <br />BEING CHARGED SUBURBS BY THE CLEVELAND WATER DEPARTMENT, AND DECLAR- <br />ING AN EMERGENCY", was introduced by Mr. Busa. <br />Mr. Byrnes stated the purpose of this resolution was to go on record <br />for objection to water rates between Cleveland and the suburbs. <br />Mr. Busa, seconded by Mr. Grogan, made a motion to suspend the <br />rules of law requiring a resolution to be read on three separate <br />occasions. <br />
