-3- <br />OLD BUSINESS: <br />~~,A <br />Ordinance 76-14, Prohibiting the Operation of Trucks upon Wilson Mills <br />Road east of Som Center Rd. <br />Given sixth reading. It is hoped that this ordinance could be passed <br />before Wilson Mills is reopened. <br />Ordinance 76-23, entitled; "AN ORDINANCE ADOPTING A SINGLE DISTRICT <br />FLOOD PLAIN TO MINIMIZE FLOOD LOSSES RESULTING FROM PERIODIC INUNDATION <br />AND DECLARING AN EMERGENCY". <br />Given second reading. <br />Ordinance 76-24, entitled; "AN ORDINANCE ESTABLISHING REGULATION FOR <br />FLOOD HAZARD AREAS AND DECLARING AN EMERGENCY". <br />Given second reading. <br />Mr. Barclay advised a Public Hearing date must be established for <br />Ordinance 76-23 and 76-24. <br />Public Hearing date set for October 26, 1975 at 7:30 P.M. <br />NEW BUSINESS: <br />Ordinance 76-25, entitled; "AN ORDINANCE ESTABLISHING INSULATION REQUIRE- <br />MENTS OF STRUCTURES, REPEALING ORDINANCE NO. 75-25, AND DECLARING AN <br />EMERGENCY!', was introducdd by Mr. Barclay-:, <br />Given first reading. Copies sent to the Board of Appeals for review. <br />Ordinance 76-26, entitled; "AN ORDINANCE AUTHORIZING THE ISSUANCE OF A <br />NEGOTIABLE PROMISSORY NOTE AND BORROWING THE SUM:_ OF $100,000.00 IN <br />ANTICIPATION OF THE COLLECTION OF TAXES AND FOR FUNDING AN EXISTING <br />MUNICIPAL INDEBTEDNESS, AND DECLARING AN EMERGENCY", was introduced <br />by Mr. Bennett. <br />Mr. Relic explained the need for the $100,000 note, stating that the <br />Village will draw on it as needed. Note to be signed by Mayor and <br />Finance Director. Approximately $75,000 would be~~used for the Kenwood <br />area and Beech Hill paving. <br />Mr. Grogan questioned why weren't we more specific as to finances and <br />thought Council should see what is coming in and what we are spending. <br />Mr. Relic replied that records are all open and available for inspec- <br />tions in the Finance Directors office. He also said that he received <br />a final committment from Council when contracts were committed. <br />Mr. Busa, seconded by Mr. Bennett, made a motion to suspend the <br />rules of law requiring an ordinance to be read on three separate <br />occasions. <br />Roll Call: AYES: Messrs., Barclay, Bennett, Bordonaro, Busa, Flynn, <br />Grogan and Schulte <br />NAYS: None <br />Motion Carried <br />, Rules Suspended <br />
