Dated: July 18, <br />1977. <br />Mr. Barclay asked if it should be in form of a motion or resolution? <br />Mr. Grogan replied Ordinance 75-32 provides for a motion. <br />Mr. Barclay questioned the authority of the Mayor to veto a motion <br />and if funds could be appropriated for a motion? <br />Mr. Relic said until a definite decision is made in reference to the <br />question of appropriation of funds to,a motion for outside legal <br />counsel, he would not consider the matter legal. <br />Roll Call:, AYES: Messrs., Bennett, Busa, Flynn, and Grogan <br />NAYS: Messrs., Barclay and Schulte <br />Motion Carried <br />Motion Passed <br />Mr. Grogan said he had received a letter from Mr. Wichert, the con- <br />sultant, reporting the plate glass windows would be satisfactory in <br />this particular building of the Stanley Corporation. <br />Mr. Grogan said Council had acted as a Board of Appeals in this matter <br />and suggested no action be taken until Council had a chance to review <br />the letter. <br />GENERAL COMMENTS: <br />Mayor Beebe stated he felt the previous statements concerning the Law <br />Director, for which he expressed his apologies to Mr. Byrnes for hav- <br />ing been exposed to such discussion, would be humorous if not so serious <br />a matter. - <br />Mayor Beebe said he would converse with Chief Shortie on the matter of <br />Mr. Grogan's house being vandalized. <br />He stated that in reference to Mr. Grogan's indication of the Village <br />paying for "his Balloon Race" that every expense incurred was paid for <br />by the "Mayor". <br />Mr. Relic stated that the Mayor had reimbursed the city for the <br />temporary use of its money used for the July 4th celebration. <br />Mr. Hovancsek reported on the developments of Eastgate and Meado- <br />wood. He said the Fire Hydrant had been relocated at North Aintree, <br />
