76 _6_ <br />Ordinance 77-25, entitled; "AN ORDINANCE APPROPRIATING ADDITIONAL FUNDS <br />TO THE GENERAL FUND TO PROVIDE FOR THE PAYMENT OF ANTICIPATED POLICE <br />DEPARTMENT TRAVEL, AND DECLARING AN EMERGENCY", was introduced by <br />Mayor Beebe. <br />Mr. Schulte, seconded by Mr. Barclay, made a motion to suspend the <br />rules of law requiring an Ordinance to be read on three separate <br />occasions. <br />Roll Call: AYES: Messrs., Barclay, Bennett, Busa, Flynn, Grogan <br />and Schulte <br />NAYS: None <br />Motion Carried <br />Rules Suspended <br />Mr. Grogan said that Mr. Relic had asked for this Ord. to assure <br />appropriation of funds. <br />Mayor Beebe said he would like to comment that the Chief was requested <br />to give full report on all trips made and the Village has benefited. <br />Mr. Bennett asked if the Finance Director could refuse to issue these <br />funds once Council appropriated them. <br />Mr. Relic said according to the Charter he along with the Mayor could <br />approve or disapprove. <br />Mr. Relic further stated that he needed appropriation of funds in <br />the amount of $800.00 to insure there would be sufficient funds for <br />normal operations of the Police Department. <br />Chief Shortle said he no longer desired to contend with this hackling. <br />He said he had attended conferences since 1965 in order to do a better <br />job for the city and had never before run into such difficulties. <br />Chief Shortle said he was withdrawing his request for permission to <br />attend. <br />Mayor Beebe said his request to withdraw was denied. <br />Mr. Relic said things were getting out of hand and all he wanted was <br />appropriation of additional funds to cover this expense. <br />Mr. Schulte, seconded by Mr. Bennett, made a motion to pass Ordinance <br />77-25. <br />Roll Call: AYES: Messrs., Barclay, Bennett, Busa, Flynn, Grogan and <br />Schulte <br />NAYS: None <br />Motion Carried <br />Ordinance Passed <br />Ordinance 77-26, entitled; "AN ORDINANCE APPROPRIATING ADDITIONAL <br />FUNDS TO THE GENERAL FUND':~FOR PURCHASE OF ONE PNEUMATIC DEMOLITION <br />
