Barclay said the Resolution should be changed and put on the agenda <br />for Thursday night. <br />Resolution 995;.Given First Reading. <br />Resolution 996, entitled; "~ RiSOLUTIOT~ IN ACCORDI~_NCE T~ITri AI2TICLE III, <br />SLCTTOTd 1G, OF THE VILL.~Gr; CHARTEtZ TO Ei~-2PLOY SPECI~zL LEGAL COUNSEL r'LND <br />PROVIDING COMPENSATION THEREFOR," was introduced by I~Ir. Grogan and given <br />First I~.eading. <br />Dir. Byrr_es said that it was the practice of this community that Resolu- <br />tions and Ordinances be prepared by the Village Law Director and Reso- <br />lution 996 had not been and felt it was not according to the statutes of <br />the State of Ohio. <br />I~ir. Grogan said the Resolution had been drawn up by an outside Counsel. <br />I~1r. Barclay said every ordinance and resolution should be presented to <br />the I~~Iayor and if any Councilman voted for this resolution in its pre- <br />sent form is not upholding the Charter. <br />Mr. Grogan said article IIT, Section 16 gave ]zim the authority. <br />I~~layor Beebe said that the headline in tonights Press said Council was <br />suing the I~iayor (in reference to P.esolution 966). <br />Dlayor Beebe asked Council D'iembers if they were suing him? <br />I2essrs., Barclay, Bordonaro, and Schulte replied no. <br />I•Iayor Beebe said under Section 1 of this resolution, where is the $4,000 <br />coming from to pay T~1r. Or]tin, or vahoever the outside legal Counsel is? <br />I~Ir. Grogan said out of the $30,000 appropriated by Council for legal <br />fees and said all could be settled if the I•!ayor would appoint the new <br />Law Director tonight. <br />.Mayor Beebe said he ~~as going by the laws of the Village and there was <br />no time limit set. Also, as he has stated before, the pending litiga- <br />tion cases if turned over to a new Laia Director would cost the Village <br />too. much money as well as time. <br />iLiayor Beebe asked I•Ir. Grogan why he was willing to spend $4,000 to fight <br />him when all he was trying to do was save the Village money. <br />Mayor Beebe stated he did not agree with Section x of the resolution. <br />Resolution 997, entitled; "~ RESOLUTION DESIGNATING FINANCIAL INSTI- <br />TUTIONS AS PUBLIC DEPOSITOP.IES AND D~CLAP.ING AN E1~i~RGENCY" , was intro- <br />duced by Mr. Busa. <br />
