11 ~-A <br />-6- <br />Mr. Grogan said he would like an adjournment for.an Executive Session. <br />Mr. Barclay said a reconsideration of the~Mayor's veto action of Res. <br />996 should. have been on the agenda. <br />- Mr.-Grogan said a Complaint for Writ of Mandamus had been filed in the <br />Common Pleas Court and instructed the Clerk of Council to attach it to <br />Resolution 996 to become part of the records. <br />Mr. Barclay stated that (quoting from .the Charter) a reconsideration of <br />the Mayor's veto is to be no later than the next meeting of Council. <br />Mr. Grogan said Section 4 of Resolution 996 provided that the Resolution <br />was not subject to the veto of the Mayor and Council passed it on August <br />23, 1977. He further stated that the proper way to bring this before the <br />Council was to ask for an ame~idment to the agenda with a motion. <br />Mr. Barclay said the Resolution was in opposition to the Charter which <br />speaks for itself. <br />Mr. Grogan asked for an adjournment for an Executive Session. <br />Mr. Barclay said the business of the meeting should be completed before <br />the ExecutiveeSession so the people could go home. <br />Mayor Beebe Commented that for the benefit of the people, andExecutive <br />Session, confidential discussions of Council permitted by law, takes <br />place before the official adjournment of the Council Meeting. Since no <br />discussions or decisions are made except for the official adjournment, <br />there would be no need for any one to stay. <br />GENERAL COMMENTS' <br />Mayor Beebe said, finally after around six years, decisions are being <br />made on the Signalization of Wilson Mills. <br />Mayor Beebe wondered if any information was available from the investi- <br />gation of the flooding in the Village. <br />Mr. Hovancsek said the debris form the construction of the 15 story <br />apartment building had collected in the creek causing the flooding on <br />Bonnieview. He met with Al Patterson, Engineer for the Developer, and <br />had asked for a redesign of the storm sewers to prevent the flooding <br />and was waiting for anwritten reply. <br />Mr. Hovancsek said he had reviewed the swale and ditches on Hickory Hill <br />and the property owners needed to keep the grass cut and keep the grass . <br />clippings .out of the ditch. - <br />Mr. Hovancsek also said the ditches north of Hickory Hill needed to have <br />the trees removed (Village Responsibility) causing a reduction of ditch <br />c ap aci ty~. <br />_~~ . <br />Mr. Hovancsek said the Cuyahoga County Sa~.~itary Engineer Department re- <br />~'~ quested permission to add a few additional homes to the existing Hickory <br />
