•~ <br />1.1II~UTES OF T~iE PUBLIC HEARII~TG <br />Village of PJlayfield <br />Dec. 7, 1971 <br />The Council of the Village of a~Iayfield met at a Public <br />Hearing at IYlayfield Village Hall on Tuesday, Dec. 7, 1971 <br />at 8:20 P.I'~I. , iylr. John T,eech, President. of Council, pre- <br />sided. <br />Roll Call: Present: Messrs. .Leech, Fitz-Gerald, Bordon- <br />aro, Schmidt and Davis. <br />Absent: Mr. Boger <br />Also present were Messrs. Edelman and Relic. <br />Mr. beech stated that he was presiding in the absence of <br />Mayor }3usa whose father died on I'~2onday. Further, that <br />this is not a formal public hearing but rather a hearing <br />on the new income tax proposal to explain what the pres- <br />ent tax is, to explain the proposal and to listen to <br />public comments thereon. <br />i~Ir. beech explained the present income tax law both for <br />the village and its relation to the Central Collection <br />Agency. He stated the income tax started in 1962 in <br />all suburban towns and the City of Cleveland when it was <br />decided to impose a 1%n income tax on all wage earners. <br />This was collected by the City of Cleveland by the Central <br />Collection Agency. Through Income Tax Reciprocity 25% <br />of the 1J was returned to the area where the taxpayer re- <br />sided and 75j remained where the income was earned. As <br />of Dec. 31, 1971 Cleveland will no longer reciprocate, <br />and as a result Regional Income Tax Agency (RITA) was <br />formed to handle the collecting of income tax in the <br />suburbs. <br />'~e must reach a tax credit decision at our December <br />Council meeting otherwise Mayfield residents will be <br />doubly taxed, 1, to the city where they work and 1, to <br />Mayfield Village. At the iVovember council meeting an <br />ordinance was proposed which would give residents a <br />65% tax credit for income taxes paid to other communit- <br />ies, against the l~ i~iayfield income tax. <br />1~Zr. Relic spelled out the reasons for the 651o tax credit <br />proposal and each item listed in a letter distributed <br />at the meeting, attached hereto. <br />Iv'Ir. beech asked for comments from the floor: <br />I'flr.
