il <br />Mr. Go1ey, seconded by Mr. F'lynn, made a motion to suspend the ru'les of <br />Cour:?ci'1 requiring an ordinance to be read on.three separate occasions. <br />Mayor Carmen said this was discussed at Caucus. Since there may only be <br />one candidate eligible to fi'11 this position because twa individua'ls are <br />probationary employees and the status of two other individuals may change, <br />he asked Mr. Feneli to research what would happen. Mayor Carmen said Mr. <br />Feneli reviewed the Civil Service rules and there are three options that <br />may be cortsidered: <br />1) The Civil Service Commiss.ion may ho'ld. an <br />origina'1 competitive examination which is <br />open to everyone, <br />2) If ther.e is. a current e'ligibility list for <br />Service Department employees, the Civi'1 <br />Service Commission may request certi:fication <br />from tha.t existing list, ' <br />3) The Mayor is permitted to nominate the sole <br />emp'loyee of the next lowest grade leve'l. to <br />that job without a.competitive examination <br />with the approval of the Civi'1 Service <br />Commission. <br />Mayor Carmen said he.wou'ld :Like to see the on'ly existing logical.candidate <br />appointed to the position and did not see a prob'lem with the Civi'1 Service <br />Commission granting their approva'l. If there was a prob'lem with that, he <br />would request that the ordinance be amended to make the,posiCion a temporary <br />position which would not require a recommendation from the Civi1 Service <br />Commis s ion. , <br />Mr. Feneli noted .the fo.llowing ame:ndment that musC be made.in Ordinarice <br />No. 87-2 and 87-.3. Wherever reference is made to the "Service and Bui'lding <br />Director" or "Building Commissioner", it must be changed to read, "The <br />Bui'lding Commissioner/Service birector." <br />Council agreed that Mr. Fene'li sh'ou:Ld make the.necessary amendments. <br />Ro1'1 Cal'1.: AYES: A11 <br />NAYS: None Motion Carried <br />Ru:Les Suspended <br />Mr. Goley, seconded by Mr. Basi:Le, made a motion to amend Crdinance No. 87-2 <br />to inc'lude the above-mentioned changes noted by Mr. Feneli. <br />Ro'1'1 Ca1.'l: AYES: A'1'1 <br />F <br />NAYS: None Motion Carried <br />Ordinance Amended <br />Mr. Goley, seconded by Mr. Basile, made a motion to enact Ordinar:ce No. 87-2 <br />as amended. <br />Ro'1'1 Call: AYES: A1'1 NAYS: None Motion Carried <br />Ordinance Enacted
