2/16/87
24 Page Six
Mr. Basile made a motion to suspend the rules of Council requiring a
resolution to be read on three separate occasions.
There was no second to the motion.
Second Reading of Resolution No. 87-16, entitled; "A RESOLUTION AUTHORIZING THE
MAYOR AND PRESIDENT OF COUNCIL TO EXECUTE A CONTRACT WITH COMMUNITY MUTUAL AND
COMMUNITY LIFE FOR HEALTH AND TERM LIFE INSURANCE, RESPECTIVELY, FOR EMPLOYEES
OF MAYFIELD VILLAGE, OHIO, FOR THE PERIOD COMMENCING MARCH l, 1987 AND TERMIN-
ATING FEBRUARY 29, 1988 AND DECLARING AN EMERGENCY." (Through Lawrence C.
Barrett, C.L.U. DiBart Insurance Agency Corp.) Introduced by Mayor Carmen and
Council as a Whole. (First Reading 2/9/87.)
Mr. Goley, seconded by Mr. Petschauer, made a motion to suspend the rules of
Council requiring a resolution to be read on three separate occasions.
Roll Call: AYES: All
NAYS: None
Motion Carried
Rules Suspended
Mr. Goley, seconded by Mr. Petschauer, made a motion to adopt Resolution No.
87-16.
Mayor Carmen explained that there are two individuals who are attempting to
provide Community Mutual Insurance for employees of Mayf ield Village. The
proposals are identical. The only difference is the agent who will service
the Village employees. He said both agents have made presentations to
Council and he feels it is now up to Council to decide whom they wish to
award it to.
Mr. Goley explained the reasons why he hopes Council chooses Mr. Barrett
as the agent. Mr. Barrett supplied Council with the figures they needed to
know what the cost would be. When Mr. Sommer first contacted Council he
did not advise them that.they could cancel their current Blue Cross contract
in 30 days therein achieving a$15,000 savings. Mr. Sommer did not pursue
meeting with Council although Mr. Barrett contacted the members of Council
directly. Mr. Goley said that Mr. Barrett also suggested to Council some
other services that are available and.made them aware of First Priority
coverage. It is a higher level of coverage at actually less cost than the
Corporate I which Mr. Sommer recommended. He asked that Council consider
the agent who brought the most information and advised them"of the possible
savings.
Mr. Etzler said he did not believe Council talked to Mr. Sommer several months
ago when they.talked to Mr. Barrett. Mr. Sommer was the first agent to contact
Council to advise them about the potential savings by changing to,Community
Mutual. He thinks it is unfair to say that Mr. Sommer did not tell Council
they could cancel, since they didn't discuss it with him.
Mr. Flynn said he feels Mr. Sommer has the background and thinks he could do
a good job for the Village.
