MINUTES OF A SPECIAL COUNCIL MEETING <br />Mayfield Village <br />November 23, 1987 <br />The Council of Mayfield Village met in Special Session on Monday, November 23, <br />1987, at 8:20 p.m. in the Council Chambers at the Village Hall. Council <br />President Santo Basile presided. <br />Roll Call: Present: Mr. Basile, Mr. Flynn, Mrs. Mills, Mr. Petschauer (8:25 <br />p.m.), Mr. Rinker (following oath) <br />Absent : None <br />Also Present Were . Mayor Carmen, Mr. Feneli, Chief Stevens, and Miss Heath <br />Mayor Carmen said the first order of business was the appointment of a new <br />Councilperson. He explained that Dorothy Buzek had resigned her Council seat <br />at the last Council Meetingm Mrs. Buzek had taken over for George Goley. <br />Mayor Carmen said that Council had concluded that Bruce Rinker was an excel- <br />lent candidate to complete George Goley's term, however, he had not met the <br />two-year residency requirement at that time. He said that Mrs. Buzek filled <br />in for the interim period. Since Mr. Rinker has now completed the residency <br />requirement mandated by the Charter, Mayor Carmen asked him to come forward to <br />be sworn in. <br />Mayor Carmen administered the Oath of Office to Mr. Bruce Rinker as Council- <br />person. <br />Mr. Basile said it is necessary to hold an Executive Session'to discuss pend- <br />ing litigation following this meeting. He asked for a motion to amend the <br />agenda. - <br />Mr. Flynn, seconded by Mrs. Mills, made a motion to amend the agend to include <br />an Executive Session as the last order of business. <br />Roll Call: AYES: Al1 <br />NAYS: None Motion Carried <br />Agenda Amended <br />Mr. Flynn, seconded by Mrs. Mills, made a motion to add Ordinance No. 87-12 to <br />the agenda. <br />Roll Call: AYES: All <br />NAYS: None Motion Carried <br />Agenda Amended <br />Second Reading of-Resolution No: 87=79, entitled; "A RESOLUTION DECLARING MAR- <br />SHALL FORD TO BE THE LOWEST AND BEST BIDDER FOR THE SALE TO THE MUNICIPALITY <br />OF THREE (3) POLICE CRUISERS, AUTHORIZING THE MAYOR AND PRESIDENT OF COUNCIL <br />TO EXECUTE A PURCHASE AGREEMENT FOR SAME, REJECTING ALL OTHER BIDS RECEIVED <br />AND DECLARING AN EMERGENCY." Introduced by Mayor Fred N. Carmen. <br />Mayor Carmen said as it currently stands we need to replace two cars. He read <br />information given in the correspondence from Chief Stevens citing overall <br />goals and reasons for expanding the fleet from 6 to 7 vehicles. <br />175 <br />1
