<br />MINUTES OF A PUBLIC HEARING <br />Mayfield Village <br />February 4, 1991 <br />The Council of Mayfield Village met in Special Session on Monday, February 4, 1991, at eight <br />o'clock p.m. (8 p.m.) in the Council Chambers at the Village Hall. Council President Bruce <br />Rinker presided. <br />ROLL CALL: Present: Mr. Basile, Mrs. Cinco, Mr. Flynn, Mrs. Mills, Mr. Pietrafese, and <br />' Mr. Rinker <br />Absent: Mr. Ferrante <br />Also Present Were: Mayor Carmen, Mr. Amendola, Mr. Hovancsek, Mr. Patrick, <br />Mr. Ramos, Chief Mohr, Chief Stevens, and Miss Heath. <br />Mr. Rinker said this Public Hearing is being held on Ordinance No. 90-47. <br />Mr. Ramos read the tide of the ordinance as follows: <br />Ordinance No. 90-47, enritled; "An ordinance amending Section 1153.02(g), of the Codified <br />Ordinances of Mayfield Village, Ohio, as to prohibit incineration, dumping and storage of garbage <br />or waste and repealing all ordinances inconsistent herewith." Introduced by Mayor Carmen and <br />Council as a Whole. (First Reading 11/19/90, Second Reading 12/17/90) <br />Mr. Ramos explained that in our code there are specific restricrions about how a person can use <br />property in Mayf'ield Village. Our code prohibits uses such as eating establishments with drive- <br />through windows. He said there is a list of about eight different prohibited uses in our code. Mr. <br />Ramos said that last year an incident occurred in a nearby community where a business wanted to <br />locate a medical waste dump in the municipality. Ordinance No. 90-47 is designed to specifically <br />prohibit such a use. He explained that there are 3-4 different things that will be prohibited if this <br />ordinance passes. Mr. Ramos read the Class U-7 uses that Ordinance No. 90-47 will prohibit if it <br />passes. (Cited in Secrion 1 of the ordinance) <br />Mr. Ramos further explained that because this ordinance amends our Planning and Zoning code, it <br />must have 3 separate readings and a public hearing before it is considered by Council. If it is <br />enacted by Council, the issue must then be voted on by the residents of the municipality. <br />Mr. Rinker opened the floor for quesrions or comments about the ordinance. <br />Mrs. Mills asked if we will be sending literature to the voters explaining the proposed amendment. <br />Mr. Ramos said he hopes to do the same that was done the last time an amendment to the Planning <br />and Zoning code was considered; to inform residents about the issue in addition to placing the legal <br />notice in the newspaper. <br />Mrs. Mills said she hopes the letter is put in terms that everyone can easily understand what the <br />issue really is.
