`79 <br />MINUTES OF A SPECIAL MEETING OF COUNCII. <br /> <br /> <br /> <br />MAYFIELD VII.LAGE <br />MAY 6, 1991 <br />The Mayfield Village Council met in Special Session on Monday, May 6, 1991, at 8:05 p.m. in the <br />Council Chambers at Village Hall. Council President Bruce Rinker presided. <br />ROLL CALL: Present: Mr. Basile, Mrs. Cinco, Mr. Ferrante, Mr. Flynn, Mrs. Mills, <br />Mr. Pietrafese (8:10 p.m.) and Mr. Rinker. <br />Absent: None <br />Also Present Were: Mr. Amendola, Mr. Hovancsek, Mr. Patrick, Mr. Ramos, Chief Mohr, <br />Lt. Jay, and Donna Heath. <br />Mr. Rinker stated that the first order of business was to consider Resolution 91-41 regarding a <br />variance for Man's Hair. <br />First Reading of Resolution No. 91-41, entitled; "A Resolurion granting a special U-6 use permit <br />to Man's Hair to use certain premises for a haircutting business for a period of three (3) years and <br />declaring an emergency." Introduced by Mayor Carmen and Council as a Whole. <br />Mr. Flynn, seconded by Mrs. Mills, made a motion to suspend the rules of Council requiring a <br />Resolution to be read on three sepazate occasions. <br />ROLL CALL: AYES: All <br />NAYS: None <br />Motion Carried <br />Rules Suspended <br />Mr. Basile, seconded by Mrs. Mills, made a morion to adopt Resolurion 91-41. <br />Mrs. Mills said she would like Mr. Ramos to cite the parriculazs that he quoted at the Planning and <br />Zoning Meeting so it would be in the minutes as a permanent record. <br />Mr. Ramos said Sandy Mancini came to the Planning and Zoning Commission in order to request a <br />variance for Man's Hair so that the business could be located in a small office district. Mr. Ramos <br />explained that because of our zoning code, such use would require a special permit. Our Codified <br />Ordinances state that Special Use permits may be granted under special conditions by Council. At <br />the last Planning and Zoning Commission meering, the Commission made a recommendation that <br />Council grant the special use permit to Man's Hair. Mr. Ramos said Council discussed the request <br />at their last meeting and are considering granting the permit with certain condirions. One of the <br />conditions would be that the permit would only remain in effect as long as Sandy Mancini remains <br />the owner of the business. Consequently, if there is a change in ownership, the pemut would be <br />reviewed at that time. Mr. Ramos stated that Council deterinined another condition for the special <br />use permit which is that no retail sales will be permitted at the salon during that period. He said <br />there was another concern regarding parking. There is 800 square feet of space and there are <br />certain parking requirements that must be implemented. Mr. Ramos said there will be four parking <br />spots and no more than two more employees may be on the premises at one time. He said that he <br />feels that would suffice and the permit would be granted on that condition also.
