1_ 36 <br />Special Council Meeting <br />7/29/91 <br />Page Four <br />ROLL CALL: AYES: All <br />NAYS: None <br />Motion Carried <br />Agenda Amended <br />IVirs. Cinco said that Lt. Jay had looked into the traffic signalization project and had expressed <br />some concern which he wanted to discuss with Council. <br />Mr. Hovancselc said that Lt. Jay wanted to awazd the bid to the present service company - Traffic <br />Control Products who bid $9,500 more than the low bidder. Mr. Hovancsek said it is his <br />recommendation that Council go ahead with the bid they have regazding Resolurion 91-70. <br />Mr.Hovancsek said that 4 out of 5 bidders bid the type of closed-loop signal system that <br />Pathmaster (the low bidder) bid. He said that Traffic Control Products bid on a 170 system which <br />is another type of system. Mr. Hovancsek said he had spoken to Lt. 7ay who felt the Village <br />should consider accepting the bid from Traffic Control Products because they are currendy doing <br />the maintenance on the signals. <br />Mayor Carmen said that I,t. Jay had submitted some materials to him expressing some concerns. <br />Mayor Cannen said that he had not had a change to review them yet so he would be ill at ease to <br />make a decision before the materials are reviewed. Mayor Carmen said that unless this is a matter <br />is serious urgency that he would like to give Lt. Jay an opportunity to express his concerns to <br />Council. <br />Mr. Hovancsek said the matter should be considered soon. <br />1VIr. Rinker said that Council has a Public Hearing scheduled next week. We will make sure <br />Lieutenant Jay is here so it can be handled at that time. <br />Mr. Hovancsek explained that we currently do not have a system between the traffic signals. He <br />said that you could have to stop at each signal as you go down Wilson Mills Road. He explained <br />that the project will create a pattern. The bid includes Highland Heights and Mayfield Village: <br />54% of the signalization is in Mayfield Village; 46% in Highland Heights. Mr. Hovancsek said the <br />contracting party is Mayfield Village so Mayf'ield Village is bidding for Mayfield Village and <br />Highland Heights. The project goes from Lander Road to Beta Drive on Wilson Mills Road. Mr. <br />Hovancsek said the County Engineer's Office will pay the cost of construction. The amount of <br />engineering fees to be paid by Mayfield Village will be approximately $5,400. <br />Cliff Connelly, in the audience, from Pathmaster, said that he would be more than happy to send <br />brochures explaining the strategic points within the system. He explaineri that the system would be <br />rnonitored by Highland Heights and possibly Mayfield Village police departments. If there were <br />any failures, the appropriate dispatcher could respond. <br />Mr. Rinker suggested that Mr. Connelly contact Lt. Jay and said we will ask Lt. Jay to be present <br />at the Council Caucus. <br />Mr. Basile, seconded by Mrs. Mills, made a morion to suspend the rules of Council requiring an <br />ordinance to be read on three separate occasions. <br /> <br /> <br />
