First Reading of Ordinance No. 91-55, entitled; "An ordinance granting a variance to Mayfield United Methodist Church for the purpose of maintaining and locating signs on certain property located at 810 S.O.M. Center Road and declaring an emergency." Introduced by Mayor Carmen and Council as a Whole. Mr. Ferrante, seconded by Mrs. Mills, made a motion to suspend the rules of Council requiring an ordinance to be read on three separate occasions. ROI.L CALL: AYES: Mrs. Cinco, Mr. Ferrante, Mr. Flynn, Mrs. Mills, Mr. Pietrafese, and Mr. Rinker NAYS: Mr. Basile Morion Carried Rules Suspended Mrs. Cinco, seconded by Mrs. Mills, made a motion to enact Ordinance No. 91-55. Mr. Basile said we have an ordinance and we have made everyone change their signs to comply with our ordinance. They refuse to change to our ordinance. He explained their proposal. The Planning and Zoning Commission voted 5-1 to grant the variance. ROLL CALL: AYES: Mrs. Cinco, Mr. Ferrante, Mr. Flynn, Mrs. Mills, Mr. Pietrafese, and Mr. Rinker NAYS: Mr. Basile Motion Carried Ordinance Enacted First Readina of Ordinance No. 91-56, entitled; "An ordinance enacting Chapter 1375 of the Codified Ordinances of Mayfield Village,,Ohio, pertaining to the prevenrion of flood damage by adopting minimum floodplain management requirements in order to maintain eligibility in the National Flood Insurance Program, repealing existing Chapter 1375 and all ordinances inconsistent herewith and declaring an emergency." Introduced by Mayor Carmen and Council as a Whole. Mr. Basile, seconded by Mr. Ferrante, made a motion to suspend the rules of Council requiring an ordinance to be read on three separate occasions. ROLL CALL: AYES: All NAYS: None Motion Carried Rules Suspended Mrs. Mills, seconded by Mr. Ferrante, made a motion to enact Ordinance No. 91-56. Mr. Hovancsek said the Ohio Department of Natural Resources reviewed the flood protection regulations and indicated we have deficiencies in our Codified Ordinances. They have indicated the areas and what needs to be changed. He passed the information onto Fred Ramos. He feels it is important to have this legislation passed and put into our Codified Ordinances so we will be in compliance with their regulations. Mr. Hovancsek explained the difficulries that could occur if this is not passed. He said a copy of the flood plans and map is maintained here at Village Hall; Gus has a copy, and he has a copy.
