?- <br />Special Council Meeting <br />12/30/91 <br />Page Four <br />Mr. Gerhardstein said that he would welcome Progressive as a neighbor, they are a good, clean <br />neighbor and he does not see why the residents of Mayfield Village, Highland Heights, Gates <br />Mills and Mayfield Heights do not see any tax red figures in their tax structure. He said the people <br />in Worton Park will not see the building and cannot see where Progressive will move 20 feet if <br />they will be given a 15 foot height variance on the building. He thinks that is being totally <br />unreasonable to the neighbors in Mayfield Heights. He said that they were happy with 42 feet and <br />cannot see where giving them the extra footage would make a difference. If Council is going to <br />give this to them, why do they need the Planning and Zoning Commission? <br />Bob Lennla. Worton Park Homeowner's Associarion - Stated that the reality of the situation is we <br />would not like anything back there. He said that Progressive will create revenue here for the next <br />50 years. <br />Mr. Gerhazdstein asked if the variance is granted, why wouldn't the height of the mound and <br />screening not be addressed now. He does not think it's fair. <br />Mr. Riiilcer said they are proceeding with the type of mounding they talked about before. <br /> <br />Chuck Chokel. Progressive Insurance Co=anX - said the landscape architect will meet with them <br />to talk about the ideal height for mound-tree coverage. Their landscape architect will be happy to <br />talk to the residents. In their best interest it will be as high as possible. He does not think they <br />should specify without the advice of their experts. <br />Vince Panichi, said if a world headquarters comes to Mayfield Village with 1,500 employees, <br />would they be able to take advantage of this variance, as a hypotherical quesrion. <br />Mayor Carmen said variances would be considered on a case by case variance. If someone did, <br />they would have to consider it. If it was not granted, and challenged, he thinks they would <br />withstand attacke <br />Mr. Rinker said he would like to put the issue to a vote. <br />Pat Caticchio, said that Planning and Zoning turned down the issue, now it's going to a vote of <br />Council. Does that mean that five votes are needed to override the Planning and Zoning <br />Commission's denial of the variance? <br />Mayor Carmen explained that if four members vote favorably, the ordinance will take effect in <br />thirty days; if five members vote favorably, the ordinance will take effect immediately. <br />Mr. Ramos read the title of Ordinance 91-60. <br />First Reading of Ordinance No. 91-60, entided; "An ordinance granting an additional variance to <br />the Progressive Insurance Company for the construcrion of its corporate headquarters on certain <br />property located at 6300 Wilson Mills Road subject to the sarisfaction of condirions and declaring <br />an emergency." Introduced by Mayor Carmen and Council as a Whole. <br />
