We had to eat carrots for the next 12 months to be able to pay <br />for it and you just go tonight, you are going to take care of my property. I am a private <br />citizen and you just throw me around. The one point <br />that I want to add is that we have instituted the procedures to find out whether the <br />ravine can be officially classified as wetland. That cannot appear a little more of the <br />snow melts, but you should be aware that that is in process. <br />Mr. Merkel: I would like to address you-the situation-with an overview of <br />responsibility. As a taxpayer, I am being held responsible for repairing the Park's <br />culvert. I don't know if Council's aware that the next culvert up the stream (or street?) <br />from Upper 40 was replaced last year. It would be the same age as the culvert under the <br />lower part of Buttermilk Falls below Upper 40. It had to be torn out and replaced <br />because it collapsed. If those two culverts are the same age, and I believe they were <br />installed at the same time, it demonstrates the condition of the Park culvert the Village <br />is proposing to replace. I would have to question whether we should have to pay for <br />that. It is true that the Village's run-off has damaged the road. It has made it unusable. <br />It seems to me if the Park were able to repair that 1,800 feet of culvert piece by piece, the <br />road would be destroyed anyway. The Park essentially has lost that road due to age. <br />The second issues is--who is responsible for generating the run-off. If you go west of <br />S.O.M. Center Road, there is Beta Park, the Service Center, and on the east side is <br />Aintree North. The two parties you are considering for detention, Whitehaven and <br />ourselves, are innocent in contributing to this problem. It seems the people who are <br />responsible for creating the run-off have been lef off the hook. And people who are <br />innocent of creating and contributing to this problem are being made to pay a cost. I <br />ask you to consider whether that is right or not. <br />Mrs. Peirce: I would like to say one more thing. Steve--you know yourself how difficult <br />it is to put a price on the costs. Mayor Rinker, you said to us, "We have done a lot for <br />you", but that was good because when the contractor that Henry knew came out to <br />make the holes, that was the reason that Mr. Hovancsek contractor went from $20 a <br />cubic yard to $10. <br />Mrs. Merkel: I have a last open letter that I would like to read to you.
