Introduced by Mayor <br />IZinker anci Council as a Whole. <br />Mr. Busa, seconded by Mr. Basile, made a motion to suspend the rules of Council <br />requiring an ordinance to be read on three separate occasions. <br />Motion Carried <br />Ordinance Enactecl <br /> <br />ROLL CALL: AYES: All <br />NAYS: None <br />Motion Carried <br />Rules Suspended <br />, <br />? <br />Mr. Busa, seconded by Mr. Fixler, made a motion to enact Ordinance No. 93-22. <br />Mrs. Cinco asked Mayor Rinker to address his request for amendment. <br />Mayor Rinker said he had provided an overview in the weekly summary (to Council.) <br />He said they have spent much time reviewing this ordinance. He is encouraged by the <br />fact they received input from the Finance Committee; Department Heads have reviewed <br />it. It has been a collective effort, and he is very favorably impressed by the overall <br />participation. There is one unfortunate problem, the Mayfield Village Charter does not <br />provide the Mayor with a line-item veto. If there is a specific provision with the <br />ordinance, he must express his view via a veto. He alerted Council to the fact there is <br />one provision that calls for certain compensation to members of Council (if they are <br />involved in having to deal with litigation) of $25 per hour, which reflects a very modest <br />amount for anyones' time away from work. The problem is that he sees that as a form <br />of compensation; it is not akin to incidental costs such as mileage and parking. Mayor <br />Rinker said it is clear under Ohio law. He has reviewed information from Thomas <br />Ferguson's office, the Ohio Ethics Commission, that discourages against any kind of <br />increases voted by Public Officials while they are in office. Mayor Rinker said they <br />could debate whether or not this is compensation. His personal view is that to <br />reimburse $25 an hour for work attendant to Council duties, constitutes compensation. <br />Our Charter expressly prohibits Council from voting an increase since the Charter <br />
