Regular Council Meeting <br />12/20/93 <br />Page Five <br />Mayor Rinker said according to the Burgess and Niple studies, this (detention basin) <br />was to go on the Upper 40 property. He explained we have received approval from the <br />State for Issue II funds. However, the site for the detention basin has been challenged <br />by the property owners. Mr. Braman compared the Upper 40 site to the Whitehaven <br />site. Mayor Rinker said our overall aim is to make it as easy for everyone to live with as <br />possible. Mr. Cappello said a third option (of having two detention basins) could be <br />explored (instead of either Whitehaven or Upper 40.) Mayor Rinker said the Village is <br />really committed to doing this project in a way that will be acceptable to the property <br />owners, and he is trying to resolve the matter in as fair a way as possible. We are <br />committed to this project and must make a hard and fast decision. He said Mr. <br />Cappello will tr.y to make up a third cost analysis. By Caucus, we will have a pretty <br />good idea of the three options before us and we will have to make a decision. There is a <br />limited time the funds will be available based upon completion of the project. It is an <br />ambitious project. He is looking for a decision by January. We may consider holding a <br />special meeting in January. <br />Mr. Merkel (Upper 40 resident in the audience) said, for the record, they never gave <br />their approval to building a 21' detention basin. <br />Mayor Rinker said from the Metroparks standpoint, they are well-versed to be able to <br />ameliorate the impact any detention basin may have. <br />Mr. Merkel said he appreciates that; it is important to them. <br />Mrs. Cinco asked what the original estimate was and what we can expect to receive <br />from Issue II? <br />Mr. Hovancsek said the initial estimate totaled $840,000; we can; expect to receive <br />$420,000 in Issue II funds. <br />Mrs. Cinco said she just gave Council3 separate plans. If they need to take them home, <br />they should be sure they have a113 (separate) plans. <br />Beech Hill - Mayor Rinker explained that during work on the Beech Hill sewer line, the <br />contractor will put an access bridge in at the footbridge. We are going to require the <br />contractor to put up a cable that will bar vehicular traffic for the period of time the <br />bridge is there. It will allow access for work vehicles down Beech Hill and coming out <br />Bonnieview to S.O.M. Part of the contractor's responsibility is to restore the road. The <br />estimated length of time to dig and cut is three months. (That is when the road would <br />be needed.) He asked when we must provide authorization.
