Perhaps it should be pulled out [of this <br />ordinance.] <br />Mayor Rinker said he thinks it is imperative that we not hesitate to commit <br />ourselves to what really is the next level of decision making--implementation-- <br />administering--sewers. He feels it is important to set this [funds] aside. There is <br />going to be no expenditure--as the budget shows, there has been no expenditure. <br />This body is not about to make any expenditure without formulating a policy. <br />Council President Fixler said next year will be the first year anyone can draw on it. <br />That is why we set the goal for September. <br />Mr. Busa said we can't jeopardize this ordinance. <br />Mr. Brett said no expenditures have been appropriated at this point, only the <br />transfer of funds to that fund. <br />Mr. Buckholtz said we have the Sewer Liaison Committee. Introduced by Mayor Rinker and Council as a <br />Whole. <br />Mr. Busa requested discussion on this. <br />Mr. Brett said this legislation would prohibit municipal income taxes from being <br />levied on anyone except a resident of the Village.
