15 <br />Regular Council Meeting <br />7/1/96 <br />Page 14 <br />Dr. Parker said he agrees with Mr. Buckholtz's sentiments as far as timing. He does not think there is <br />necessarily an appropriate tune when it comes to safety. If the Chief feels we would be better served, <br />then he tends to support it. <br />Council President Fixler asked when the position would be filled. <br />Chief Stevens said he has a need now. The total concept of a 16th officer was discussed in long- <br />range plans as long as 4 years ago and in 1995, the Safety Committee recommended going with the <br />16th in 1996 and going with the 17th in 1997. This was not a sudden thing. <br />Mr. Diemert said if the motion passes, the Mayor could ask the Civil Service Commission for the 10 <br />names on the list tomorrow. <br />Roll Call: AYES: Mr. Buckholtz, Mr. Busa, Mrs. Cinco, Dr. Parker <br />NAYS: Mr. Ferrante, Mr. Fixler and Mr. Marquardt <br />Motion Carried <br />(to take effect in 30 days) <br />Council President Fixler asked for clarification of the 4-3 vote--is the same rule in effect that it will <br />not happen for 30 days? <br />Mr. Diemert said yes, you can have a referendum on a motion. In the meantime, the Aclministration <br />can move forward. If a petition is submitted within 30 days, that will stop the process. <br />Discussion re Communications Director <br />Mayor Rinker said Dispatch is non-union. We have a high turnover of personnel. These people are <br />the front line of our community--we represent ourselves through this operation. The conclusion we <br />have come up with is that we must have a communications manager. <br />Mr. Busa asked the approxillate cost. <br />Mr. Brett said it would be about 30% -- we woi}ld bp replacing half an offtcer. <br />Dr. Parker asked if the Communications Director would have any overlap between Fire and Service. <br />Mayor Rinker said it is a hub--it's for everyone who calls for fire, service and safety. <br />
