Organizational Council Meeting <br />1/2/95 <br />Page Four <br />Mr. Flynn said he still has not received a report of a request he had of Mr. Brett for a <br />final dollar out the door in our last discussion on management and employees. <br />Mr. Brett said we are looking at the vacation; that is the only issue. <br />Mr. Flynn said no, it's not. <br />Mr. Brett said that was not his understanding. From the Executive Session, it was his <br />understanding he wanted specifically the cost of vacation and the difference between an <br />accelerated vacation as opposed to a non-accelerated vacation. <br />Mayor Rinker suggested Mr. Flynn put his request in writing and submit it. <br />Mr. Flynn said he will address it to Mayor Rinker. <br />Mayor Rinker said we have a certain changing of the guard here that can be very <br />significant. He feels it is important to make some observations about Joanne. It goes <br />without question that Joanne has been very capable and she has been a very supportive <br />Council President from his standpoint. He thinks it is important that everyone bear in <br />mind that Joanne's motivation has always been very positive and clearly looking for the <br />welfare of this community. She has generally operated from the premise that good <br />common sense is usually the best guide. Joanne has displayed a steady temperament, <br />but she has always been an ardent voice for those things that are ethical as well as practical. He thinks in the position of Council President it is especially important to <br />remember that there are certain guidelines we should remember. Joanne has done a <br />very good of that in a lot of different ways. She has always shown respect for each and <br />every one of us. She has listened to different points of view and he thinks she has <br />encouraged everyone to speak his mind. That is an attribute of Council President he <br />thinks is very important. Joanne has typically sought ways to bring issues to discussion <br />and to not simply just be a vote. Mark is taking on a responsibility and is certainly <br />equal to the task. He wishes Mark the best of luck. He assumes he feels confident and <br />will carry out the duties well. There is no doubt in his mind that Joanne has set very a <br />high standard that he would fully expect him to keep in mind. You are right, a different <br />perspective can be a very healthy one. He hopes the decision that has been made <br />tonight will foster that. Change for change sake alone can be disruptive. Change to <br />improve, to expand on what we do. We have a lot of business that we have to <br />accomplish this year. Mayor Rinker said the two of them have his best wishes. For all <br />of Council, for this Administration this year, he hopes we can keep on doing the <br />business we set out to do.
