MINUTES OF A SPECIAL MEETING OF COUNCIL
Mayfield Village
January 25,1995
The Council of Mayfield Village met in Special Session on Monday, March 28,1994, at
seven-thirty p.m. (7:30 p.m.) in the Council Chambers at the Village Hall. Council
President Mark Fixler presided.
ROLL CALL: Present: Mr. Basile, Mr. Buckholtz, Mr. Busa, Mr. Ferrante,
Mr. Fixler, and Mr. Flynn
Absent: Mrs. Cinco
Also Present: Mayor Rinker, Mr. Brett, Mr. Diemert and Miss Heath
Mr. Fixler asked for a motion from Council to go into Executive Session to discuss land
acquisition.
Mr. Basile, seconded by Mr. Ferrante, made a motion to recess into Executive Session to
discuss land acquisition.
Rich Prosen, 770 S.O.M. Center Road, said he has spoken to his landlord, Mayor Rinker,
Mr. Diemert and several members of Council within the past six months. He knows he
is losing the house he rents. He knows he is not as privileged to information as the
owner in that Mayfield Village deals with the owner. Mr. Prosen said he knows he has
to move and has been taking steps to secure another residence. He moved to Mayfield
Village about four years ago and started his limousine company with one car; he now
has four limousines. Mr. Prosen said he will be relocating himself and his dog. He
knows Mayfield Village works in a way where things either happen quickly or not. He
is doing his best to acquire another property, but must acquire the proper zoning and
financing. He must notify his customers and clients of his move. Mr. Prosen asked if
when the house is sold and the Village acquires possession of it, if they would allow
him to pay rent to the Village as long as possible. He explained he does not want to
move twice in the next year. He also asked if they would consider writing a letter of
recommendation showing that he has not created a problem by operating a business
from his home. He has been attending meetings trying to stay abreast of what is
happening. This has put a major glitch in his five-year business plan. He said if the
Village buys the house within the next 30-60 days but does not start construction for six
months (and the house would be vacant for 3-4 months) that amount of time could have
. a significant impact on his livelihood, his personal life and the future growth of his
company.
u Council President Fixler asked his time frame.
