Introduced by Council as a Whole.
Mr. Basile, seconded by Mr. Busa, made a motion to suspend the rules of Council
requiring an ordinance to be read on three separate occasions.
Roll Call: AYES: All
NAYS: None
Motion Carried
Rules Suspended
Mr. Ferrante, seconded by Mr. Basile, made a motion to enact Ordinance No. 95-63.
Mr. Hanculak said this introduces a term limitation of three consecutive terms
(prospective only) for Council members.
Mr. Buckholtz asked if this was three full terms--not unexpired terms.
Mayor Rinker said there was an opinion from the Law Director to the Commission on
this issue and it was his understanding that the meter will start running on prospective
terms.
Members of the Charter Review Commission in the audience confirmed that was
correct.
Mrs. Cinco said she believes Mr. Buckholtz's question is that because he is now up for
election to finish out the 4-year term for Ward 4, is his term considered a term in
progress.
Mayor Rinker said in all likelihood it would not be considered a full term because if
you added them up, you would be short 2 years.
