113- <br />MINUTES OF A SPECIAL MEETING OF COUNCIL <br />Village of Mayfield <br />July 25, 1983 <br />The Council of the Village of Mayfield met in Special Session on Monday, <br />July 25, 1983 at 7:10 p.m. in the Village Hal1. . Council President, Vince <br />J. Busa, presided. Roll Call: Present: Messrs., Busa, Carmen, Etzler, Flynn, Spellman, Mrs. <br />Bloom, and Mrs. Hanus <br />Absent : None <br />Also Present Were . Mayor Beebe, Mr. Feneli, Mr. Hovancsek, Mr. Toth <br />Mr. Busa said this meeting was called to make a decision regarding the <br />Beecher's Brook paving. <br />Mr. Feneli explained at the last meeting of Council, it was determined the <br />Village Engineer would meet with the representatives from Beechers Brook Road <br />to discuss this ma.tter. . <br />Mr. Hovancsek said he met with thethree Beechers Brook representatiyes last <br />Thursday. They presented him with their July 19 meeting minutes signed by <br />several members of the street, indicating the ma.jority wish their section of <br />the street to remain private and explained they wish to rebuild the street to <br />a 20' wide asphalt road. They would Iike to grind up some of the existing <br />base to a depth of about 2",.relevel that' material and then place a total of <br />3" of asphalt on that surface. He would not recommend this as being up to <br />Village standards but would have no problem if they decide to do this as a <br />private road. He feels the road.would have several years of.life to it, but <br />would not meet Village standards as a road 'to be accepted upon completion of <br />this proposed improvement. The Beechers Brook residents are primarily <br />concerned with the health, safety, and welfare of the children and residents <br />in the area. The request made in writing was that they wish to have the <br />private road maintained at their own expense, and absolve the Village'for any <br />responsibility for the road. <br />Mr. Busa said he hoped this could be resolved peacefully and without legalities. <br />He asked for comments from the Beechers Brook representative.. <br />Mr. Marc Raia said,'at Mr. Hovancsek's suggestion, they are considering installing <br />377 lineal:feet of 6" perforated drain tile and 4 18" catch basins with.grates. <br />He passed.out copies of the.minutes of their July 19 meeting (copy attached to <br />these minut:es). They are willing to put in writing that they will pay for this <br />repair and maintain the road forever out of their, own funds. They are asking <br />the Village to keep the road a private road, they are not asking the Village to <br />accept it as a dedicated road. They need support from the Village to get a <br />permit to begin the repair work and feel the job can be done within 30 days <br />after it is started.
