119 <br />MINUTES OF THE REGULAR MEETING OF COUNCIL <br />August 15, 1983 <br />Village of Mayfield <br />The Council of the Village of Mayf ield met in Regular Session on Monday, <br />August 15, 1983 at.8:12 p.m. at the V.illage Hall. Council President, Vince <br />J. Busa, presided. <br />Roll Call: Present: Messrs., Busa, Carmen, Etzler, Flynn, Spellman, Mrs. <br />Bloom, and Mrs. Hanus <br />Absent : None <br />Also Present Were . Mayor Beebe, Mr. Amendola, Mr. Feneli, Mr. Toth, Chief <br />Hejcl, Sgt. Litman, Steve Hovancsek (arrived at 8:17) <br />The Pledge of Allegiance to the Flag was given. <br />OPEN PORTION <br />Mrs.. Dan Reiber, 874 Beecher's Brook Road, said she is Secretary for those who <br />do not want the'street paved and she would like to bring Council up to date. <br />They would like to amend their memo dated July 28, presented to Council on August <br />lst. They were advised that point number 2 should be amended to read "Absolve <br />Ma.yf ield Village of liability for accidental damage to our road caused by Village <br />Service Employees in the performance of duty on Village time". This follows the <br />first sentence which is to be deleted. In the past couple of weeks the road has <br />deteriorated noticeably. Mrs. Reiber stated they have written approval .from Mrs. <br />Brown, who claims ownership on a section of the road, authorizing them to continue <br />as planned. She submitted a copy to the Secretary to be attached to these minutes. <br />Their contractor has been appointed and is ready to go. He has paid his permit <br />fee and is prepared to begin tomorrow morning providing Council authorizes a permit <br />tonight. They are a11 concerned about the status of their road and would like to <br />urge Council to approve the permit. <br />Steve Hovancsek arrived at this time (8:17 p.m.). <br />Mr. Feneli said the July 28 letter to Council from the property owners on old <br />Beecher's Brook Road did not read correctly according to the July 25 Council <br />Nleeting minutes. The motion made by Council regarding item number one stated <br />$500.00 must be put in an escrow account annually to be used as a ma.intenance <br />fund. Their memo states that, "each property owner shall contribute 50?_ per <br />frontage foot to be paid by August 31, 1984. Thereafter, the property owners <br />shall pay this amount by August 31, subject to majority vote taken yearly." Mr. <br />Feneli said, presuming that means the majority vote of-.the property owners and <br />not the Council, that is not what was directed by Council.
