9 ' 0 <br />Council Presiden.t.Spellman stated that Council received an amended copy <br />of this resolut'ion in their packet Friday. <br />Mr. Carmen, seconded by Mr. Busa, made a motion to suspend the rules of <br />Council requiring a resolution to be read on three separate occasions. <br />Rol1 Call: AYES: All <br />NAYS: None <br />Motion Carried <br />Rules Suspended <br />Mr. Carmen, seconded by Mrs. Bloom, made a motion to adopt Resolution 82-10. <br />Council President Spellman asked if there were any comments for discussion <br />regarding this resolution. <br />Mr. Carmen stated this resolution was carefully worded because of the concern <br />of the Planning & Zoning Commission not to make a precedent-setting situation. <br />He explained the dentists involved had taken possession of the premises, <br />investing a substantial amount of money, without knowing of the circumstances. <br />He said their practice is identical to the practice previously there. This <br />permit is for four years or for so long as they continue their practice, as <br />opposed to the perennial permit granted Dr. Season, meaning after that <br />four year period they will have to justify to Council their continued use of ? <br />that permit. <br />Roll Call: AYES: All <br />NAYS: None Motion Carried <br />Resolution Adopted <br />Mr. Carmen asked that the Cl.erk of Council foryvard a copy of this Resolution <br />to Drs. Eadie and Matheis. <br />Ordinance 82-11, entitled; "AN ORDINANCE REQUESTING THE ISSUANCE OF BONDS OF <br />THE STATE OF OHIO PURSUANT TO ARTICLE VIII, SECTION 13 OF THE OHIO CONSTITUTION <br />AND CHAPTER 165 OF THE OHIO REVISED CODE, TO FINANCE AND ACQUISITION, <br />CONSTRUCTION, EXPANSION AND EQUIPPING OF AN INDUSTRIAL FACILITY TO BE OWNED <br />AND USED BY THE STANLEY WORKS WITHIN THE BOUNDARIES OF THE VILLAGE OF <br />MAYFIELD AND DECLARING AN EMERGENCYe" introduced by Council as a Whole. <br />Council President Spellman stated Carol Zelizer, of Squires, Sanders and <br />Dempsey and Tom LJhitehouse, Vice President of Manufacturing in the Stanley <br />Air Tools Division of Stanley Works on Beta Drive have already introduced <br />themselves. He said they are present tonight to answer any questions Council <br />may have about this ordinance. <br />Mr. Feneli said Council received a memo from him explaining this subject <br />and asked if there were any questions. He explained the Stanley Works <br />Corporation has proposed expansion of their facility on Beta Drive. He <br />said they have discussed this with Gus Amendola and the Architectural
