l? ?d <br />Firemens Dependents Fuhd.- Mr.,Flynn stated there was no need for a meeting <br />this month. <br />Hillcrest Council of Councils.- Mr. Busa stated they discussed mass purchasing, <br />which has been a topic of discussion for years, however it is now going to be <br />done by the Mayors. He explained there are three Mayors involved and one of <br />the main items of consideration is police cars. He said he is very interested <br />in this project. <br />Council President Spellman-.stated cigarette legislation which will be given <br />f irst reading tonight should also be discussed by the Hillcrest Council of <br />Councils. . <br />M.A.R.C. - Council President Spellman stated the committee discussed soccer <br />and a variety of other programs that could be made available to the public. <br />Planning & Zoning - Council President Spellman stated that Mr. Carmen is <br />absent so there will be no report. <br />Recreation - Council.President Spellma.n stated Mr. Carmen is absent. He <br />stated he attended the Recreation Meeting and discussion was held regarding <br />an Auxiliary Police Officer to be present during softball hours, which he <br />feels is important. He said he feels signs should also be posted. <br />Mayor Beebe stated that signs have been posted such as a warning about a <br />crosswalk and children there and bike path signs. He agrees there is a <br />need to have an officer on duty but he said he wa s not sure how it wo.uld <br />work as to hours involved. He said the need for an of ficer would be at <br />the beginning of the game and after they disperse for safety reasons. He <br />also mentioned the restrooms had been demolished last year which might <br />indicate another reason for an Auxiliary Off icer to be present during the <br />games. . <br />OLD BUSINESS <br />Ordinance 82-13, entitled; "AN ORDINANCE AUTHORIZING AND DIRECTING THE <br />FINANCE DIRECTOR TO TRANSFER FROM THE GENERAL FUND TO THE CAPITAL IMPROVE- <br />MENT FUND FIVE PERCENT (5%) OF ALL MUNICIPAL INCOME TAX RECEIPTS FOR THE <br />CALENDAR YEAR 1982 AND DECLARING AN. EMERGENCY." Introduced by Council <br />President Spellman. <br />Council President Spellman explained the purpose of the ordinance. <br />Mrs. Ruggles stated she recommends this procedure, which is a common <br />procedure in other municipalities she was familiar with. <br />Mrs. Hanus, seconded by Mrs. Bloom, made a motion to pass Ordinance 82-13. <br />Council President Spellman asked if there were any questions.
