Council President Spellman, seconded by Mr. Busa, made a motion to adopt Resolution 82-91. Council President Spellma.n asked if there was any discussion. There was none. Roll Call: AYES: All NAYS: None Motion Carried Resolution Adopted Fire Hydrant.Bids Council President Spellman said the following bids were received; A.R.I. Construction Company -$4,850.00 and Lake County Sewer -$4,871.25. He said the bids were reviewed by Chief Hejcl, Engineer Hovancsek and Law Director Fenelie Mr. Hovancsek said it was his recommendation that Council award the contract to A.R.I. Construction Company, the lowest bidder. Discussion was held. Mr. Busa said the second bidder, (Lake County Sewer), had been here on several occasions, had given estimates to Department Heads and seemed sincere. Mrs. Hanus agreed and asked Mr. Hovancsek if he recommended A.R.I. only because they were the lowest bidder or if he had other reasons. Mr. Hovancsek said that was part of his reason but also, A.R.I. has done extensive hydrant work in this area over the past many years as they represent many suburbs in this area. The initial informa.tion on the hydrant work.given to Chief Hejcl was submitted by the A.R.I. Construction.Company. Mr. Feneli asked if Mr. Hovancsek knew of anything negative about Lake County Sewer or if he was familiar with their work and amount ot experience. Mr. Hovancsek knew of nothing negative about the Lake County Sewer Company. He is not familiar with their work as they work primarily in Lake County and have not done work in this area. Mr. Feneli said as the bids received were under $5,000.00 this is not a. competitive bid item. Mr. Busa suggested that Mayor Beebe make the decision since an ordinance is not_necessary. Council President Spell_man said if the Mayor wishes to use his own discretion, it is his authority to do so.
