?J <br />Ordinance 85-17, entitled; "AN ORDINANCE SUBMITTING. TO THE ELECTORS OF <br />MAYFIELD VILLAGE, OHIO, A PROPOSED AMENDMENT TO THE VILLAGE CHARTER PERTAINING <br />TO THE CIVIL SERVICE CLASSIFICATION OF DEPARTMENT HEADS, PROVIDING FOR ALL. <br />NECESSARY PROCEDURES IN CONNECTION THEREWITH AND DECLARING AN EMERGENCY." <br />Introduced by Mayor Fred N. Carmen. <br />Mr. Basile, seconded by Mr. Etzler, made a motion to suspend the rules of <br />Council requiring an ordinance to be read on three,separate occasions. <br />Roll Call: AYES: Al1 <br />NAYS: None Motion Carried <br />Riiles Suspended <br />Mr. Basile, seconded by Mr. Etzler, made a motion to enact Ordinance 85-17. <br />Mavor Carmen explained this proposed charter.amendment will es.sentially rem.o,ve <br />department heads from Civil Service clasaification. It will not affect any <br />current department head covered under Civil Service. Should a vacancy occur <br />in a department at the department head Ievel, the Mayor will be allowed to <br />select either from inside or outside of the department to choose the best <br />candidate. , <br />Mr. Flynn said he may not necessarily agree with the proposed amendment, but <br />he does agree that the residents should have a chance to vote on-it. <br />Roll Call: AYES: Al1 <br />NAYS: None <br />CLOSING COMMENTS <br />Motion Carried <br />Ordinance Enacte;i <br />Mr.,Goley said he has received information about.a meeting t•o discuss the Foxboro <br />drainage problem and asked if the meeting had been scheduled. <br />Mayor Carmen said his secretary is in the process of scheduling the meeting. <br />Mr. Goley said the Finance Direetor, presented him with the print outs frora the <br />Bureau of Motor. Vehicles to check licerise fee$ paid to other communities.that <br />should have been paid to Mayfield Village. He.has completed a portion of the <br />project which he gave to the Clerk of Council to give to the Finance Director. <br />Mr. Toth will process it through the proper channels to receiv2 reimbursement. <br />Mr. Flynn aslced.if Mr. Caplan had submitted a timetable for the Hanover Woods <br />project. <br />Mayor Carmen said.Mr. Caplan said he hopes to have the underground work <br />completed before the first snowfall, and to begin building next spring. H,e <br />does not have a specific timetable. Mr. Basile said they need to res'olve the problem with animal traps. <br />
