CARMEN <br />Mayor <br />December 30, 1985 <br />To: Council <br />From: Mayor Fred Carmen <br />Re: Ordinance No. 85-27 <br />After reviewing Ordinance No. 85-27 granting an across-the-board <br />8/5% raise to all employees I have concluded that said ordinance is not <br />in the best interests of Mayfield Village and have, accordingly, vetoed <br />it. As discussed previously, there are several reasons for this action: <br />1) An 8.5% increase will cost the Village approximately $100.000. <br />Due to the finite resources at our disposal I feel a portion of <br />that money could be better spent on services for villagers. In <br />particular, I think we need to consider spending a portion of that <br />$100,000 on road repairs, traffic problems, and the addition of <br />personnel in the police and fire departments. <br />? <br />2) After reviewing the pay ordinances and proposed pay ordinances <br />of other surrounding municipalities, it is my understanding that <br />their employees will be granted a maximum increase of 5.5%. <br />Additionally, most articles which I have read on this subject <br />indicate that private industry is running about 4% with respect to <br />increases granted. If parity is the goal of granting a larger <br />increase, I believe we must achieve parity over a long-term program. <br />The "quick fix" proposed here will backfire by creating an <br />inflationary spiral with respect to wages in other communities. I <br />have already received calls from two neighboring Mayors, both of <br />whom read the News Herald article and informed me that they felt an <br />8.5% increase in Mayfield Village would have a seriously detrimental <br />impact on their communities. <br />For the foregoing reasons I believe that Council should <br />Ordinance No. 85-27 and consider giving an increase.of 5.5% <br />This-percentage would save the village an estimated $35,000, <br />re-evaluate <br />to employees. <br />the cost of
