118 <br />Mr. Goley, seconded by Mrs..Bloom, made a motion to adopt Resolution 84-34. <br />There was no discussion. <br />Roll Call: AYES: A11 <br />NAYS: None Motion Carried <br />Resolution.Adopted <br />Ordinance 84-43, entitled; "AN ORDINANCE AUTHORIZING THE MAYOR TO INSTITUTE AN <br />EMPLOYEE EVALUATION SYSTEM EFFECTIVE JANUARY l, 1985, FOR THE PURPOSE OF <br />IMPLEMENTING A MERIT PAY SYSTEM FOR ALL VILLAGE EMPLOYEES EFFECTIVE JANUARY l, <br />1986, AND DECLARING AN EMERGENCY." Introduced by Mayor Fred N. Carmen. <br />Mr. Bas.ile, seconded by Mrs. Bloom, made a motion to suspend the rules of <br />Council requiring an ordinance to be read on three separate occasions. <br />Roll Call: AYES: Al1 <br />NAYS: None Motion Carried <br />Rules Suspended <br />Mrs.. Bloom, seconded by Mr. Basile, made a motion to pass Ordinance 84-43. <br />Mr. Goley said it is his understanding:this system is being done on an <br />experimental basis for ths first six months and the plan can be revoked after that period. <br />Mr. Feneli explained any ordinance can be repealed. <br />Mayor Carmen said he expects to work the bugs out of the system during the <br />first six months and expects the system to be successful. He stated that <br />nothing in this ordinance exceeds the Civil Service rules. <br />Mr. Flynn questioned if another ordinance would cover the amount of pay. <br />Mayor Carmen explained this ordinance only implements the merit pay system, <br />a later ordinance will be voted on which will list the amounts of pay. He <br />said examples of evaluation forms will be given to employees. These are not <br />a part of this ordinance but will be included in the next ordinance.
