15 <br />First Reading of ReSolutibn No. 86-3, entitled; "A.RESOLUTION AUTHORIZING THE <br />MAYOR AND DIRECTOR OF FINANCE TO EXECUTE THE CONTRACT FOR PARTICIPATION BY <br />THE VILLAGE IN THE GOVERNMENT SURPLUS FOOD DISTRIBUTION PROGR.AM AND DECLARING <br />AN EMERGENCY.':' Introduced by Mayor Carmen and Council as a Whole. <br />Mr. Etzler said Council was unable to.discuss this at Caucus because the <br />letter requesting the reso.lution was just received;:a.copy of which was <br />included in the last Council packet. <br />Mr. Goley, seconded by Mr. Flynn, made a motion to suspend the rules of <br />Council requiring a resolution to be read on three separate occasions. <br />Roll Call: AYES: All <br />NAYS: None <br />Motion Carried <br />Rules Suspended <br />Mr. Flynn, seconded by Mr. Goley, made a motion to adopt Resolution 85-3. <br />Roll Cal1: AYES: All <br />NAYS: None <br />Mr. Etzler said Council received a Resolution of Appreciation to Patsy. Mi11s <br />in their packets Firday and asked that the agenda be amended to include <br />Resolution 86=4. <br />Century 21 - Mr. Amendola said he talked to Mr. Byrne about the sign on <br />Wilson Mills.
