146 <br />Mr. Hovancsek said in talking with the Community Developmer.kt Department, <br />the:y indicated that the ordinance agreeing to award the contract to <br />Cook Paving has to be passed and it is contingent upon the County <br />Commissioners approving the Block Grant monies. He was not aware that <br />it must be pass.ed tonight. <br />Mr. Etzler said the ordinance must be sent to the County Commissioners <br />later this week. There will be a post bid meeting with the low bidder <br />after the Commissioners approve the $10,000. The Village will be notified <br />and the contractor may start work. Technically, it is not a contract if <br />the County does not give the go ahead. <br />Mayor Carmen asked if the maximum to be received this year was $10,000. <br />Mr. Etz1eY- explained the three-year program. He said they told us Mayfield <br />Village coL:ld receive maximum funds of.$10,000 each year for three years. <br />He feels that they have guaranteed us that much and that it is unlikely <br />that we will not receive it. If we do not spend it this year, we will lose <br />it. <br />Mayor Carmen said, as everyone knows, he is not thrilled by paving over this <br />area. He thought it would cost $19,000-$20,000 and that the balance of <br />the monies we received could be used for landscaping. He said it wi11 <br />cost Mayf ield Village in excess of the: amount we will be receiving from <br />Block Grant monies. <br />Mr. Flynn said he talked to the Finance D.irector who said monies are <br />available for the extra slack. He feels we should go with it, but agrees with Mayor Carmen. <br />Mr. Goley said he is surprised we would have to experid dollars. <br />Mr. Hovancsek said he never invEStigated the Community Development Program. <br />He pointed out that this ordinance includes the contingency clause, that <br />the contract will only be awarded contingent upon apprcval by the County <br />Commissioners. <br />Mr. Etzler said this is a three-year Block Grant Program. He said the <br />question is do we need the parking lot? If it were a private facility, <br />it would never have been permitted to be built due to lack of parking. <br />Mr. Etzler said he and Mr. Toth have been working with the Block Grant <br />people. <br />DiscussiQn was held. <br />Mr. Goley said he would like to know if cther Council members thought as he <br />did that,.)no dollars would be spent by the Village. <br />Mr. Basile said he thinks it was a misunderstandi.ng; he thought that the <br />Block Grant money would be coming all at one time. <br />Mr. Petschauer said he feels the same as Mr. Goley, and thinks we might ? <br />be moving too soon, since it was'not discussed at Caucus. <br />Mayor Carmen asked what the deadline is to receive the Block Grant funding. <br />Mr. Hovancsek explained that they are trying to have the Faving completed <br />this year.
