7
MINUTES OF A SPECIAL MEETING OF COUNCIL
January 18, 1989
Mayfield Village
The Council of Mayfield Village met in Special Session on
Wednesday, January 18, 1989, at 8:00 p.m. in the Council Chambers
at the Village Hall. Council President Santo Basile presided.
Roll Call: Present: Mr. Basile, Mrs. Cinco, Mr. Flynn, Mrs.
Mills, Mr. Rinker, and Mr. Santoro
Absent : Mr. Petschauer
Also Present Were . Mayor Carmen, Mr. Patrick, Mr. Ramos, and
Miss Heath.
Mr. Basile said that Mr. Ramos has prepared a couple of ordinances
regarding the salary of the Mayor and Council.
Mr. Ramos said that discussion was held at the last Finance
Committee meeting pertaining to the salaries of Mayor and Council.
He explained that according to our Charter if we were going to be
looking for an increase in compensation for the Mayor and Council
that it would have to go to the vote of the people. Mr. Ramos
said that Mr. Flynn had asked if we could include an increase for
several years' salaries (an increase of a certain amount that
would take place on January 1, 1990, and on January 1, 1991, 1992,
1993) on one ballot issue. Mr. Ramos said that he had originally
said that that could not be done. However, after some research,
he found that they would be able to do that if they so desire.
Mr. Ramos said that if it is Council's pleasure to do so, the
ordinances must be submitted to the Board of Elections by February
15. He said there would be one ordinance for the Mayor's salary
and one ordinance for Council's salary. Mr. Ramos said that he
did not have the ordinances prepared yet.
Mr. Flynn said that what they had proposed was an issue to be
submitted to the electors in May, 1989. It would be a four-year
increase. He said that Council now earns $3,600 a year. They are
proposing an annual salary of $4,500 beginning January 1, 1990,
and a subsequent increase of $600 beginning on January lst for
each three years thereafter. The Mayor's salary would be
increased the same amount ($600 per year for four years.)
Mr. Flynn said that they would like to also include in the
proposal that the President of Council shall receive an additional
salary of $50 per month.
Discussion was held regarding whether the salary of the Council
President should be done by ordinance or by a Charter amendment.
It was determined that it should be done by Charter amendment.
Mr. Flynn said that the Mayors and Council members in surrounding
communities make considerably more than what Village officials are
now making.
