Plan Preparation Engineer - Ohio Department of Transportarion, gave a brief <br />presentation and answered questions about the dual-dual lane improvement project <br />Mr. Forsberg explained the improvement will take place on I-271 from the I-480 area east to the <br />weigh station on Rt. 90 in Willoughby Hills. There will be two lanes in the existing median <br />separated with a concrete barrier median. They hope to have the project completed by the end of <br />1996 or early 1997. The only participation they need from Mayfield Village is the consent <br />legislation. Mr. John Motl. Environmental Engineer - Ohio Dept, of Transgortation, explained that Cuyahoga <br />County is the agency who has been obtaining consent from the municipalities. Only 3 of the 12 <br />municipalities have not passed the consent legislation (including Mayfield Village.) Mr. Forsberg said they had been approached by the safety forces with primary concerns such as <br />emergency vehicle access. They came up with a plan to allow emergency vehicle access between <br />each interchange (to and from). <br />The purpose of the whole project is to go with the growth of I-271. <br />Mr. Motl explained the percentages projected by N.O.A.C.A. based on future development. <br />Discussion was held regarding noise walls and their location. One proposed noise wall will be <br />located opposite Aintree. <br />Mr. Forsberg said there will be tower lighting continuously down the median. <br />.Mr. Motl said they do not expect the improvement would cause a change in land patterns; they <br />expect this type of land use to continue. The only areas that will be disturbed will be the median. <br />He stated that because there will be an increase in the traffic speed, they expect the air quality to <br />improve. The median azea will have 31' of grass; a median of that size is not of signif'icant size to <br />put plantings in. . <br />Mr. Basile asked who will benefit from the dual-dual lane project. <br />Mr. Forsberg said anybody that uses the freeway. He said the original plans when I-271 was built <br />in the 1960's had a provision for dual-dual lanes. <br />Discussion was held about a Harvard interchange. <br />Mrs. Cinco said she had attended the meeting on Thursday and questioned the water run-off. <br />Mr. Forsberg said the size of the existing culverts under I-271 would not be increased. The storm <br />sewers were originally sized for a projected lO lanes. When they flow at peak, they flow at peak. <br />Mrs. Cinco said she hoped there would not be routing of hazazdous cargo. <br />Mr. Forsberg said the State regulates items such as hazardous cazgo routing. Their interest is to <br />now allow hazazdous cazgo in the center lanes because it would be more difficult for ernergency <br />vehicles to access them.
