Ferrante, seconded by Mr. Basile, made a motion to enact Ordinance No. 92-22. <br />Mr.Ferrante said he is proposing this ordinance because of a few things that have transpired over <br />the past few weeks. One is in connection with Cieorge Phillip's hiring. We were in a Safety and <br />Service Meeting and we were not all in favor of Mr. Phillips being hired and the Mayor said to me <br />direcdy that he would like our approval but whether he got it or not it was under his spending limit <br />and he would hire Mr. -Phillips. I do not believe anyone should be forced to accept something <br />without proper procedures. The proposed ordinance changes the Mayor's spending limit from <br />$2,500 to $1,500. <br />Mr. Basile said he felt the same as Mr. Ferrante. <br />Mr. Fixler said his reasons are different. He has always felt the spending limit should be reduced. <br />He cited spending limits in other municipalities (Pepper Pike, Richmond Heights, and Lyndhurst). <br />Mr. Flynn said he is against the ordinance. He sees no abuse by the Mayor to justify a decrease in <br />the Mayor's spending allotment. <br />Mr. Rinker said he felt when a Council representative wants to introduce legislarion, Council is the <br />proper forum for that. He has tried to encourage dialog between Council members and the 1Vdayor <br />and thought a dialog had been established between the Mayor and Council. We have operated at <br />this level for some nme; he is of the general consensus, "If it ain't broke, why fix it?" Mr. Rinker <br />said he does not think this is the way to deal with the legitimate complaints that have been voiced. <br />Mayor Pietrafese has made a lot of construcrive effort to reach out and he has encouragecl people to <br />talk directly with the Mayor. He dces not support this and does not see anything to gain by it. <br />Mayor Pietrafese said ttus will hamper the workings of the Village. He would like to see the <br />members of Council worlc together for a common cause. Mayor Pietrafese said if they want to cut <br />spending, he would like to ask Council to amend this legislarion to have them approve <br />expenditures within the $1,500 limit, if they decide to change the limit to $1,500. <br />ROLL CALL: AYES: Ivir.
