127 <br />. MINUTES OF A SPECIAL MEETING OF COUNCIL <br />Mayfield Village <br />. August 3, 1992 <br />The Council of Mayfield Village met in Special Session on Monday, August 3, 1992, at eight <br />o'clock p.m. (8 p.m.) in the Council Chambers at the Village Hall. Council President Bruce <br />Rinker presided. <br />ROLL CALL: Present: Mr. Basile, Mr. Busa, Mrs. Cinco, Mr. Ferrante, Mr. Fixler, <br />Mr. Flynn, and Mr. Rinker <br />Absent: None <br />Also Present Were: Mr. Amendola, Mr. Diemert, Mr. Hovancsek, Lt. Porter, Chief Stevens, <br />Mr. Toth, and Miss Heath. <br />Mr. Rinker said one of the reasons this meering was called was to consider Ordinance No. 92-29 <br />regarding the Debbie Hudacko`Memorial Scholarship Fund. ' <br />First Reading of Ordinance No. 92-29, entitled; "An emergency ordinance amending Ordinance <br />No. 90-46 relevant to the "Scholazship Fund." Introduced by Mayor Pietrafese and Council as a <br />Whole. <br />Mrs. Cinco, seconded by Mr. Basile, made a morion to suspend the rules of Council requiring an <br />ordinance to be read on three separate occasions. <br />ROLL CALL: AYES: All <br />NAYS: None Motion Carried <br />. Rules Suspended <br />Mr. Basile, seconded by Mr. Ferrante, made a motion to enact Ordinance No. 92-29. <br />Mr. Rinker deferred to W. Toth, Mrs. Cinco, and Mr. Fixler to fill everyone in on this subject. <br />Mrs. Cinco explained this legislation will enable the scholarship monies to be awarded to he <br />awardee or the institution. If another award comes in and the university is aware there is money <br />coming from outside, sometimes the child does not receive the other monies so it is a wash. The <br />new legislation will allow the scholazship to go direcdy to the student. <br />ROLL CALL: AYES: All <br />NAYS: None Motion Carried <br />Ordinance Enacted <br />Street Lighting Assessment - Mr. Rinker said that an objection to the street lighting assessment has <br />been received. <br />Mr. Diemert said because the assessment azea composes the entire Village, under Ohio law Council <br />must select three property owners who live outsidf, Mayfield Village to come in and listen to the <br />one objection. That person would have a chance to state his objection and the Assessment <br />Equalization Board is to determine whether or not that assessment is equal and fair. Time is not of <br />the essence, although we need to send them to the County by September 14. Mr. Diemert said if <br />we choose to send everyone's but this individual's, he does not see any major harm.
