~~~ <br />State.S avings and the Bank at Heinen's have tied into our alarm system <br />through the Police Department. This is offered. to all residents and <br />merchants. It will be a monetary benefit to the Village.. <br />Our new rescue vehicle is iri service but since Chief Hejcl is back, <br />the Mayor stated he would let the Chief report on this. <br />Mr. Avery had informed the Mayor that he should have a summary of the <br />Village's progress during the last year according to Ohio,Code: <br />"STATE OF THE VILLAGE" MESSAGE <br />January 21, 1980 <br />~. Beebe., Mayor <br />The Incorporated Municipality of Mayfield Village, Ohio, as of January <br />1, 1980, continues to maintain a satisfactory financial posture and as <br />of the end of calendar year.l979 has, to the best of my knowledge, paid <br />all outstanding debts due ~iithin that calendar year. <br />Considerable progress was .enjoyed during 1979 including the repair and/or <br />paving of Village. streets, the start of construction of .a new Service <br />Building, the addition of .personnel to the Police, Fire and. Service <br />Departments and the overall maintenance of the Village in terms of <br />satisfying its health, safety and welfare requirements. None-the-less, <br />Mayfield Village, Ohio, in 1979, saw major increases in vandalism and <br />burglaries and; other crime related areas. Our safety f orces also~wit- <br />nessed and increase in ambulance and fire runs. It is felt the latter <br />conditions directly, relate to both an increase in popul ation, buildings, <br />related traffic problems and "outside" intervention. D uring the yeah <br />certain property aquisitions were consumated as was the sale of a piece <br />of Village property. All Village property transactions were satisfactorily <br />finalized in 1979._ Considerable acts-o.fc_legislation we re-.passed by <br />Council in 1979 - all property recorded in the Clerk of Council Office. <br />The years end saw an election including two new Council seats assumed <br />by-Messrs., Carmen and Spellman. <br />Budgets, goals, objectives 'and priorities for the year .1980 have been <br />reviewed and should be finalized within the coming weeks. It would ap- <br />pear to the Mayor that ~an optomistic viewpoint may be_assumed re the <br />calendar year 1980. But to maintain that viewpoint, and-effectively <br />plan action courses, it will become increasingly vital that our overall <br />objectives be studied and reviewed frequently and priorities established. <br />The general economic condition of the country, surely with the inflation <br />factor considered, could conceivably change our courses of action: Too, <br />with inevitable growth, the Village must plan for increased problems in <br />both storm water and sewage. -. An additional problem Mayfield Village <br />faces is that related not only to the decreasing of State and County <br />services but also the increased demand on the part of State Legislators <br />for "improvements" - or changes - in our Police and Fire services. All <br />of this translates.to more dollars needed for our overall operation. <br />These factors also clearly demonatrate~the absolute need for increased <br />communications with "out-side of Village" law makers. Again, despite <br />the problem areas, I remain optomistic in terms of the overall 1980 <br />picture. . <br />
