Regular Council Meeting <br />7-17-00 <br />Page 14 <br />Council President Marquardt said we could make it first reading and asked if they were <br />thinking about not doing it at all; it could be modified. <br />Mrs. Mills said as long as it could be modified; that is what they were looking for. <br />Mr. Busa said let's vote on it; we are qualified to vote. Let's get it done. <br />Mrs. Mills said it went to committee first and the Law Director amended it. This is the <br />first time they have seen it and they were not in favor of voting for something they <br />haven't seen. <br />Council President Marquardt said Ordinance No. 2000-18 will be on first reading. <br />First Reading of Ordinance No. 2000-19, entitled; "An ordinance authorizing all actions <br />necessary to effect a governmental electricity aggregation program with opt-out provisions <br />pursuant to Section 4928.20 of the Ohio Revised Code, directing the Cuyahoga County <br />Board of Elections to submit a ballot question to the electors and declaring an emergency." <br />Introduced by Mayor Rinker and Council as a Whole. <br />Mr. Diemert explained the new law regarding deregulation of electricity. You can shop <br />around for electricity and prices will be more competitive. You can join together with other <br />communities to get a good deal. If you do not want to do it, you do not to as a Council. <br />Even if you choose to go out and buy public power, every individual in your community <br />has the right to opt out or continue to get electrical power from C.E.I. or whoever they <br />want. If you don't adopt this legislation and some bargains come along next year, you <br />won't be able to do it until you have this approved by the voters. It is sort of a "no-brainer" <br />that everybody is adopting. <br />Mr. Busa, seconded by Mrs. Mills, made a motion to suspend the rules of Council requiring <br />an ordinance to be read on three separate occasions. <br />Roll Call: AYES: All <br />NAYS: None <br />Motion Carried <br />Rules Suspended <br />Mr. Busa, seconded by Mrs. Mills, made a motion to enact Ordinance No. 2000-19. <br />Dr. Parker asked there were a power outage if that could create problems if we have 3-4 <br />different companies servicing the same neighborhood. <br /> <br />1 <br />Mr. Diemert said there will only be one accountable distributable company and that will be <br />C.E.I. <br />
