Rinker <br />Gtate: August 21, 2000 <br />Subject: Public Hearing on Legislation for Rezoning <br />'this i5 a memo to be read at the Public Hearing on the legislation for rezoning. Just so you know my <br />inclination now is not to veto. I just think it's going to create more downside than I need to accomplish, but this <br />memo is intended to give people some food for thought and I am going to try to hit a few birds with a stone. <br />Please reference the particular legislation for the rezoning of the Vllage lands, whatever that is, <br />specifically. <br />I am asking that this Memorandum be read into the record of the public hearing on Ordinance 2000-16 <br />which has been proposed as a ballot matter for Village residents to vote upon. For the reasons stated below, <br />I am requesting that Council refrain at this time from enacting the legislation. I do not believe it has been <br />adequately discussed, nor appropriately discussed as a matter of procedure. The procedure to which I speak <br />is not a matter of raising formality over substance; on the contrary, I am disappointed that not enough people <br />truly evaluated the proposal for the purpose of presenting it to the voters, and that not enough people saw fit <br />to consider that it should have been rerouted away from the ballot at this time-•or at least better developed far <br />the ballot. <br />~_. <br />*** <br />,; <br />
