Special Council Meeting <br />3-10-08 <br />Page 14 <br />until the end of the month. Mayor Rinker stated he does not think we are going to see anything <br />fundamentally different. We have put the cards on the table on what the issues are. The fact <br />that we are discussing it and continue to discuss it is a healthy thing. As far as he is concerned, <br />Phil has always tried to get the numbers to be realistic for us to vote on. It is a difficult thing <br />each year, especially this year. We are trying to make sure we have a good handle on where the <br />end of the year was with Progressive, looking at how the bonuses get paid out, which typically <br />we do not see until well into February. There are a lot of logistical issues. We do have a <br />Finance Committee. Mayor Rinker suggested that they make this an agenda item starting in <br />January even if it is 5 minutes of discussion, you at least know amongst yourself a reading on <br />where things are and what it is you are waiting for so that there is no mystery. <br />Formalizing one step further, Council President Buckholtz asked Mrs. Betsa to note in <br />the minutes that when the year-end schedule is prepared, the budget should be put on the <br />Finance Committee agenda as of the first of January. Council President Buckholtz realizes that <br />some of the numbers are not available, but this has been brought up. Mayor Rinker stated it is <br />not the kind of thing where he wants everyone to have a perception that they are not getting <br />current information. With the complexity of it and the challenges that we face, Phil has always <br />been timely with this information. <br />Council President Buckholtz commented that with this meeting, we have had the <br />opportunity to talk more in-depth about some of these items than we have in the past. Mayor <br />Rinker added that it is very good to do that. Council President Buckholtz stated that we need to <br />ask the questions and need to have the dialogue. <br />Mayor Rinker stated we have had more in-depth discussion on some issues with <br />department heads this year because we are much more sensitive to how everyone's perception <br />is and the reality of it. <br />Council President Buckholtz advised that if anyone has a comment for the record to be <br />clarified, we don't have legislation drafted, but p'ursuant to discussions with the law department, <br />we can pass it in title. Are we willing to do that? - <br />First ReadinIZ of Ordinance N0. 2008-15, entitle? "An Ordinance appropriating funds for <br />current expenses and expenditures of Mayfield Viffage, Ohio for the period from January 1, <br />2008 and ending December 31, 2008 and declaring an emergency." Introduced by Mayor <br />Rinker and Council as a Whole. <br />Mr. Saponaro, seconded by Dr. Parker, made a motion to suspend the rules of Council requiring <br />an Ordinance to be read on three separate occasions. <br />ROLL CALL: AYES: All <br />NAYS: None <br />Motion Carried <br />Rules Suspended <br /> <br /> <br /> <br />Dr. Parker, seconded by Mr. Saponaro, made a motion to enact Ordinance No. 2008-15.
