Regular Council Meeting <br />3-17-08 <br />Page 10 <br />Dr. Parker asked Mr. Cappello to summarize the above three ordinances for the record. <br />Mr. Cappello reported that these ordinances are requirements for our Phase II permit. The illicit <br />discharge and illegal connection ordinance is to find sanitary discharges into the stormwater <br />system via stormsewers and/or streams. This gives us the enforcement authority. We are <br />supposed to do testing and sampling of all of our outfalls at least once in a five year period. <br />When we find these potential dry weather flows, we then investigate to see where they originate. <br />This gives us the teeth to go after people who are tied in to the stormsewer system illegally. <br />The emergency ordinance for the stormwater management covers what we already have on the <br />books as far as stormwater quantity. Everyone hears about detention and retention basins. It has <br />been modified to include as part of the Phase II stormwater quality in which we are supposed to <br />now treat which they call the first flush for certain sites in which for a 3/4 inch rain you will have <br />runoff which basically cleans off the pavement and hard surfaces. That is the time in which you <br />have all of the contaminants. This will provide methods of treating those. <br />The third ordinance concerns erosion and sediment control which we already had. It was <br />combined with our previous stormwater detention retention ordinance. It separated out and <br />basically is the same as the other one with a little stricter limits on what causes the chapter to <br />invoke as far as areas of disturbances. That is basically a summary of all three. <br />First Readin2 of Ordinance No. 2008-14, entitled, "An Emergency Ordinance authorizing and <br />directing the Mayor to enter into a Lease Agreement with Hugh A. Shannon and Michelle <br />Shannon for the purpose of leasing the real estate located at 470 S.O.M. Center Road, Mayfield <br />Village, Ohio 44143." Introduced by Mayor Rinker and Council as a Whole. <br />Mrs. Mills, seconded by Mrs. Cinco, made a motion to suspend the rules of Council <br />requiring an Ordinance to be read on three separate occasions. <br />ROLL CALL: AYES: All <br />NAYS: None <br />Motion Carried <br />Rules Suspended <br />Mrs. Mills, seconded by Mrs. Cinco, made a motion to enact Ordinance No. 2008-14. <br />ROLL CALL: AYES: All <br />NAYS: None <br />Motion Carried <br />Ordinance Enacted <br /> <br /> <br />
