Regular Council Meeting
9-15-08
Page 11
. Motion to authorize acceptance of the bid from Snow Services by John LLC for
snowplowing services with regard to the senior snow removal program (One section,
approximately 50 drives, at $70.00 per driveway).
Mrs. Mills, seconded by Mrs. Cinco, made a motion to authorize acceptance of the bid from
Snow Services by John LLC for snowplowing services with regard to the senior snow removal
program (One section, approximately 50 drives, at $70.00 per driveway).
Council President Buckholtz asked if there was any discussion.
Mr. Marquardt asked if we have confidence in this price. Dr. Parker added that it is an awful low
amount. Mrs. Mills stated this is a Village resident. He has two trucks. The other bidder did not
have a performance bond. Dr. Parker added that this is lower than any other bidder. Mr.
Metzung said that is why the Village chose to only give him one section. Dr. Parker stated that if
he has a problem there will be 50 angry people. Mr. Metzung said he talked to Jeff about it for a
few moments this morning. He mentioned something in regard to he lives in the neighborhood
and has had several residents from that neighborhood come to him and discuss the issue with
him. He decided he would take this. Mr. Metzung does not know if he thinks it is a community
proj ect or what.
Council President Buckholtz asked if he has done this before professionally. Mayor Rinker
asked if we are satisfied with the due diligence. Mr. Metzung said he does not know. Mr. Marrie
stated that it is low, but he is a resident and he will be plowing in his own neighborhood. If he
does a lousy job, he is putting a gun to his head. We paid people $200 plus last year and they did
a lousy job. The price does not necessarily mean that it is their best deal. We had a problem with
a couple of them last year. If we are going to do something, why not try him? He is only going
to do 50 drives. He is doing it in his own neighborhood. It is low, Mr. Marrie agrees.
Dr. Parker said it is still a lot of drives. Another contractor is doing 100. But it seems like the
cost of doing business and the cost of doing what he wants to do seems we are either overpaying
on those other ones. Dr. Parker said he does not want to take the attitude, let's find out.
Mayor Rinker asked if this has to be voted tonight. Is there further due diligence? What is our
timeframe? Mr. Saponaro said on the other hand we have given this to Jeff Thomas to look at.
He has performed the due diligence on this. He is pretty much on this. He has talked to all of
the individuals. If he is recommending it, we have to follow the recommendation. Mayor
Rinker said he can guarantee Jeff will be the one fielding the calls.
Council President Buckholtz said it is kind of an odd turn of events, but he understands the
concern here. We are in a contractual relationship and like anyone else, if they are not
performing the job properly, we have an out.
Mr. Marquardt said the problem is replacing him at a later date. Mr. Marquardt would like to see
11 what due diligence was performed. You get stuck in a middle of a snowstorm and he does not
perform, you have 50 people around your neclc rightfully so. It seems terribly low: The guy is
