Regular Council Meeting Minutes <br />12-15-08 <br />Page 16 <br />First Readin2 of Ordinance No. 2008-46, entitled, "An emergency ordinance <br />authorizing the Mayor to negotiate and enter into a Grant Agreement for Phase II of the <br />Cuyahoga Innovation Zones Pilot Program." Introduced by Mayor Rinker and Council as <br />a Whole. <br />Mrs. Mills, seconded by Mr. Saponaro, made a motion to suspend the rules of Council <br />requiring an Ordinance to be read on three separate occasions. <br />ROLL CALL: AYES: All <br />NAYS: None <br />Motion Carried <br />Rules Suspended <br />Mrs. Mills, seconded by Mr. Saponaro, made a motion to enact Ordinance No. 2008-46. <br />Council President Buckholtz asked if there was any discussion. <br />Mr. Marquardt asked if we have gotten any more feedback on this. <br />Council President Buckholtz explained that this is the first of the three that has to do with <br />this. We might as well discuss it here. Everyone should have received Ted Esborn's <br />booklet that includes a description of the project and somewhat of a pro forma in terms of <br />making some assumptions of what we could yield from moving forward with the CIZ and <br />fiber ring around Beta. Council President Buckholtz knows that Bill Marquardt worked <br />with Ted on this, but at the same time a series of questions that Mr. Marquardt proposed <br />and put forth in an e-mail found its way to all Council people. Council President <br />Buckholtz does not know if they all had time to read through it. There are things we can <br />discuss. There was a math problem in terms of the number of people. Ted Esborn <br />responded back to the questions in an e-mail. <br />Mr. Marquardt stated that he saw his response. Not to degrade Ted's efforts, Mr. <br />Marquardt thinks we just did not have enough time to pull the information together. Mr. <br />Marquardt would not hang his hat on the justification that it is written up in there because <br />it's really just an assumption that we could generate so many jobs. There's really nothing <br />behind that that Mr. Marquardt knows of at this point. There's nothing in the pamphlet that <br />he put together that has any back up for the number of jobs that could be generated. In <br />fact, there was not a lot of feedback that there was a need for this high speed internet with <br />the amount of time that he had to put it together. <br />Council President Buckholtz stated that Ted did a good job. He does not think anyone <br />would argue that. We did try to get this through because of the offer that was made by <br />OneCommunity to help fund this or float the loan so we could pay it off in two years. <br />Most people here know that. There are two people in the audience that are here as guests. <br />Council President Buckholtz thanked John Jones and Eric Jones for coming this evening to <br />help us understand the fiber a little better. <br /> <br /> <br />? <br />L I <br />?
