Regular Council Meeting Minutes <br />12-15-08 <br />Page 21 <br /> <br />Mr. Saponaro said the only comment he would make is there is a very interesting book <br />called The WoNld is Flat, by Thomas Frieclman. There is a section regarding fiber as being <br />a flattening event. It explains fiber very well and it is a good read to get background on it. <br />It supports exactly what is trying to be done here. It explains why fiber is so important to <br />economic viability for communities. <br />ROLL CALL: AYES: All <br />NAYS: None <br />Motion Carried <br />Ordinance Enacted <br />First Reading of Ordinance No. 2008-47, entitled, "An emergency ordinance <br />authorizing and directing the Mayor to enter into a Dark Fiber Indefeasible Right to Use <br />("IRU") Agreement between OneCommunity and Mayfield Village, Ohio." Introduced <br />by Mayor Rinker and Council as a Whole. <br /> <br />Mrs. Mills, seconded by Dr. Parker, made a motion to suspend the rules of Council <br />requiring an Ordinance to be read on three separate occasions. <br />ROLL CALL: AYES: All <br />NAYS: None <br />Motion Carried <br />Rules Suspended <br /> <br />Mrs. Mills, seconded by Mr. Saponaro, made a motion to enact Ordinance No. 2008-47. <br />Council President Buckholtz asked if there was any discussion. There were no comments. <br />ROLL CALL: AYES: All <br />NAYS: None <br />Motion Carried <br />Ordinance Enacted <br />As a postscript, Mayor Rinker said he thought it was kind of interesting one of the comments <br />tonight about how providing services to hospitals, universities, and one of the things that Rich <br />Dugger had talked to us about and the reason OneCommunity is a non-profit is the focus is to get <br />at those kind of institutions. We have talked about the library, certainly our public school system <br />and with UH and the Clinic can't be far behind, Mayor Rinker would suspect, but it's pretty <br />incredible to Mayor Rinker to read about 96 strands and how setting aside 8 could be so valuable <br />and leaving us with only 88 is still pretty astounding.
