? <br />? <br />June 4, 2004 <br />To: Mayor Rinker <br />Law Director Diemert <br />Council President Buckholtz <br />All Members of the Finance Committee <br />All Members of Council <br />All Department Heads <br />Clerk of Council Roman <br />Debbie Garbo <br />From: Phil Brett <br />Reference: Councilman Marquardt' proposed additions to the minutes of March 22nd <br />I have reviewed the comments submitted by Mr. Marquardt for the minutes of <br />March 22"d, 2004 and have the following comments: <br />Suggested Format Improvements: I recall Mr. Marquardt's comments regarding the <br />formatting of the summary charts in the Mayor's letter of transmittal. I think is important <br />to point out that I responded that the detail for those summary charts are essentially laid <br />out in detail. Mr. Marquardt pointed out that he would like have distinction between <br />operating, capital and debt expenditures. Though no discussion followed this comment <br />the fact is that the budget has always been laid out in the same format with the General <br />Fund (the most important operating fund) treated first and most extensively; Special <br />Revenue Funds (the remaining restricted operating funds) treated next; the Debt Service <br />Fund treated third; Capital Improvement Funds treated fourth, and the Trust and Agency <br />Funds treated last. I have no recollection of the suggestion made to put the total for the <br />Debt Service Summary in Appendix B or of any discussion of Appendix B taking place <br />until I initiated such discussion later in the evening. <br />Justification of Full-time Firefighters-There is no mention of my response to Mr. <br />Marrie and Mr. Marquardt's cominents wherein I stated that as has been said many times <br />before, the budget document is a planning document that i5 proposed by the Mayor and <br />submitted to Council for discussion and approval. tlpproval of a budget does not <br />circumvent Councilmatic action or input that is required by Village charter or the <br />codified ordinances. I do not recall any discussion of police and fire reports except that <br />the current formats were unsatisfactory to some Council members. T do not recall any <br />specifics as to the nature or format of the reports that would replace the current reports.
