Mayor Rinker pointed out that capital improvements <br />such as the construction of the Fire Station, Police Station and Municipal <br />Center have been on the table for more than a decade and the questions <br />that surrounded those projects were the motivating force behind the <br />development of the pro-forma by A.G. Edwards that has since been in <br />one way shape or form updated since that time as conditions have <br />changed. <br />Finally Mr. Marquardt felt that references to Alan Greenspan in the <br />budget were inappropriate. W.
